The motions of the Personnel Committee, which were ratified by
the City Council, wer~ as follows:

1) Authorized filling the position as Senior Accountant rather than Accounting Supervisor and
keeping the p~sition in Class 13.

2) Approved po~ting and advertising the position with revisions made eliminating the reference to
supervision ~d replacing with work direction.

3) Directed the City Administrator to proceed with the hiring process with no direct involvement of
the Personnel Committee until a recommendation is submitted by the City Administrator.

The advertisement w~ts placed in the Minneapolis Star Tribune and the Anoka Union. The deadline for
applications was Th~sday, April 27, 1995 at 5:00 p.m. Attached is a copy of the job posting that was
included in the applicstion packet that was mailed to all applicants.

There were 48 requ~ts for application packets of which 21 were returned by the deadline; one was
received several daysiafter the deadline. The 21 timely applications were reviewed; 9 did not meet the
minimum qualificatiohs and therefore, received no further consideration. The remaining 12 applications
were scored and rang~cl from a low score of 57 to the high score of 87 [based on a 100 point scale]. The
scoring was based on ~sponses to a supplemental application that all applicants were required to complete.
Ryan and I will be interviewing the top 4 applicants on Friday, May 5, 1995, between noon and 3:00 p.m.
The top 4 applicants ~e all very qualified and scored between 80 and 87 points. Their backgrounds and
experience vary and Iange from holding similar positions in other cities or governmental agencies, to
auditing local governr~ents.
The job was posted with a starting wage of $28,893 to $35,383. The former Accounting Supervisor was
making $37,156 whe~a she left. The top 4 applicants currently make from $32,100 to $40,000, and
indicated salary requif~ ments would be from $35,000 to the high $30's.
Staff Recommendation:

It is anticipated that staff will bring a recommendation to the table based on the interviews of the top 4
applicants.

Committee Action:

Recommend City Cfuncil authorize the hiring of one of the top four applicants based on staff
recommendation.

Reviewed by:

City Administrator
Finance Officer

PC: 05/09/95
