Schroeder, City Administrator <br /> <br />CASE # <br /> <br />At recent COuncil workshops, Councilmembers have expressed concerns about the <br />handling of c~rtain projects or procedures. Also, form time to time, members of the public <br />or City Corr~ 'ssions have also suggested improvements on past or current issues. <br />I have identi~ed a list of the above issue areas that have created consternation in the recent <br />past. I am pfpposing taking this opportunity to update Council on how each has or should <br />be addressed~ These issues are: <br /> <br />1) Project notification of affected parties <br />2) Code Enforcement <br />3) AssesSment Policy/Street Program (Drainage issues) <br />4) Pondgale Estates <br />5) DevelOpment Policies <br />6) Envir~fimental Learning Area <br />7) <br /> Fox I~oll/t-Iaubrich Addition <br />8) Wind,mer WoodsSu vision <br /> Snowiplowing <br /> <br />Project Nofifibafion of Affected Parties <br /> <br />From time to ~me, Staff has proposed a decision point by Council during which it has been <br />asked if the n(eighborhood has been notified. While generally this as occurred, sometimes <br />it has not. Often, it is the case that it is not required by law to provide the requested <br />notification. Occasionally, notice has occurred, but the scope of the noticed area is not as <br />large as CounCil would have liked. <br /> <br />From this point forward, we intend to begin our case cover sheets with 1) an identification <br />of impacted ~.t~rties (regardless of the issue at hand); and 2) a statement as to if and when <br />those parties ,qere notified of the pending action. <br /> <br />Code Enforcement <br />There have b~n several discussions over the past few years about this issue. Some of this <br />has been ordinance related (i.e. Staff should propose an ordinance which meets Councils <br />desires and w~ich also can be approved by Council which might require one issue code <br />changes). OOers have been regarding actual enforcement of existing code requirements. <br />In 1991 - 199~2, Council directed that Staff respond on a complaint basis only. Lately, <br />particularly th~ last 12 months, there has been a desire to be more proactive. <br /> <br />As a result o8 the last two Council workshops, we have begun enforcement efforts in <br />earnest. Kenc[ra Lindahl has dedicated Fridays as site visit days. We are "sweeping" by <br />neighborhood~ in addition to by complaint. <br /> <br />For the past y~ear or two, we have been copying Council of all code enforcement letters <br />leaving City I~all. From this point forward (while we have staffing) we will be providing <br />monthly Couflcil presentations on code enforcement efforts. This will include a map <br />presentation b~ Kendra of current status as well as projections for which neighborhoods <br />will likely be lvisited during the next 30 days. Council will also receive spreadsheet <br />information o~ the status updates. <br /> <br />We will provic~, you with "draft" materials and presentation at this meeting (see attached). <br /> <br /> <br />
