Assessment Policy/Street pr. ograms/Drainage Issues <br /> <br /> Th~se three issues speak to annual events; therefore, annual irritation or potential conflict. <br /> There has been much discussion about how the engineer made policy or other decisions <br /> without Council approval. <br /> <br />We believe we now have good direction from Council on those portions of the assessment <br />policy which have created the most consternation. This policy will be written by the City <br />En~gineer and brought to the Road and Bridge Committee as soon as he can (although, <br />please understand that our busy "season" started spring 1993 and it hasn't let up). Council <br />approval of this policy "should" resolve 'most potential conflicts with future street <br />programs. There will continue to be discussions about whether the street required the <br />particular repair, however. <br /> <br />You will recall that the Public Improvement Revolving Fund was created in 1993 to' <br />provide for the City portion of the street program, We intend to discuss, through the 1995 <br />budget process, an annual street assessment or transportation utility as well as the <br />apportionment of costs between the City and property owner for street maintenance. <br />Council has also requested discussion of a gravel road maintenance charge. This item will <br />also be addressed by Road and Bridge as well as through the budget (I suspect). <br /> <br />You all know about our drainage issues. In 1993, Council authorized a budget allocation <br />for topography in the southeastern part of town. This was completed in 1994, the same <br />year Council directed that a storm water study be conducted in 1995. We will be <br />conducting this study in 1995, which will include capital improvements recommended for <br />1996 and beyond. <br /> <br />I~n the meantime, Section #22 and other drainage issues were brought forward. During the <br />week of May 1, 1995, we are scheduled to lower the Rychley culvert. The 157th Lane <br />cnlvert is scheduled to be handled the week before. The Lewis Pond will receive the <br />drainage improvement during June. This work will be conducted jointly by Leonard Lewis <br />and City forces. That, then will complete all the work contemplated by Council in Section <br />g22. Acquisition of the easements for the drainage plat will be completed by the City <br />Engineer after the descriptions are drafted by the Attorney. Those that Mr. Jankowski <br />cannot acquire will be handled by Evergreen Land Service or Mr. Goodrich. If costs rise <br />above the $5,000 allocation for acquisition, the issue will again be on the Council table. <br /> <br />Engineer Jankowski and Public Works Supervisor Mevissen will be preparing a drainage <br />issue map with priorities similar to the street light map. Upon completion it will be brought <br />to Road and Bridge. <br /> <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />I' <br /> I <br />I <br />I <br /> <br />Ponctvale Estates <br /> <br />Last year, some portion of Pondvale Estates petitioned for urban services. Eventually Staff <br />drew an arbitrary project boundary which included enough petitioners to forward the <br />project. Criticism including "project manipulation" was appropriate even though Staff <br />intentions I believe to be honorable. <br /> <br /> Enclosed is recent correspondence to/from one of the petitioners for Pondvale. It appears <br /> that the requested infrastructure will again be in front of Council. <br /> <br />tt is notable that since ail this started, a water trunk line is proposed to be constructed down <br />t51st Lane similar to that requested by Mrs. Stanley down 150th Lane. <br /> <br />Two items are of note. First, I believe we've heard Council desire not to divide a project in <br />r)rder to further the project (however, please know that Bison Street is just such a project). <br />!Second, perhaps our policy on financing/assessing public improvements needs to be <br />~evisited by Road and Bridge to address issues such as recently presented to the City. As <br />such, unless directed otherwise, this will occur this year. <br /> <br />I <br />I <br /> <br /> <br />
