Voting No: None. <br /> <br />Case #2: Request for Preliminary Plat Approval of Fox Knoll; Case of <br /> Mark Kleckner, Fox Development Co. <br /> [ <br />Zoning Admi~ .trator Frolik stated that Mark Kleckner of Fox Development Company is <br />requesting prell minar7 plat approval of Fox Knoll, a plat consisting of two 10-acre lots that <br />will require sm 'et construction. The plat must be processed as a full subdivision with a <br />public hearing md preliminary plat, rather than as a minor subdivision. She stated it is <br />anticipated thai the property will be brought into the Metropolitan Urban Service Area <br />(MUSA) bound try by the end of 1994, and the property immediately south of this property <br />will be sewerex during 1995. In addition, the property is in the Urban Reserve Area and <br />the intent of tlfis District is to provide for the most efficient utilization of land once <br />municipal sewer and water becomes available. Ms. Frolik explained that the Planning <br />Commission cobducted a public hearing on the preliminary plat on October 4, 1994. Staff <br />recommended l:~reliminary platting at urban densities and final platting at rural densities. A <br />number of neigt~boring property owners were present and expressed their opposition to the <br />property ever ~eing platted at urban densities, especially the residents of Haubrich <br />Addition, whicl~, is the rural plat immediately east of Fox Knoll. The Planning Commission <br />recommended a~proval of Fox Knoll at rural densities. <br />City Administrator Schroeder stated that there is not much distance to have either utility <br />service this plat~ The City is proposing when the trunk line is installed to the elementary <br />school, we can ~xtend it to the northwest corner of the elementary school to the northeast <br />property line a~d run it west down Mr. Kleckner's property line. If not, we would be <br />relegated to runlalong the south property line and we would not be able to serve any lots. <br />One of the developers expressed concern that it would be too expensive to do it as an urban <br />plat. Eleven url~an lots are in the $8,000 to $10,000 range per lot. Urban lots have ranged <br />from $6,500 to $14,000 per lot for developments. The concern that it's too expensive is <br />not valid. Prop ~rty owners who have existing lots there are coficerned that the density <br />Staff is proposfng is too significant. It shows 14 lots but we see three of those as <br />undevelopable. <br /> <br />Bob Essig, patterer of Mark Kleclmer, 12625 - 313 Avenue, Princeton, stated that they <br />anticipate the wd ter table at 864 feet. Six full basements and two bi-levels equal eight lots <br />for this proposc~ subdivision without doing extensive lot correction.
