Thc plans propose to construct an <br />office and maintenanqe shop for Kenko, Inc. on Lot 3, Block 1, HY-10 Ramscy 4th Addition and <br />Lot 2, Block 1, HY-10 Ramsey 3rd Addition. We offer the following comments: <br /> <br />Zoning; The site is zoned Industrial and the proposed office and maintenance building falls within <br />the permitted uses for !this district.. <br /> <br />l-.9t Coverage: The total area of the two lots involved in the development is approximately 6.9 <br />acres. It is staffs reco~umendation that thc maximum lot coverage allowed be based on the area of <br />the lot that the buildit~gs are proposed to be constructed upon or LOt 3, Block I, HY-10 Ramsey <br />4th Addition. The are[~ of that lot is approximately 5.5 acres or 243,600 square feet. Lot coverage <br />is restricted to 35 % pr 85,260 square feet. The foot print of the two story office building is <br />approximately 2,200 ~uare feet and the footprint of the maintenance building is 6,000 square feet <br />for a total of 8,200 square feet. <br /> <br />Accessory Buildines: iCity Code restricts accessory buildings to 30% of the gross floor area of the <br />principal'building ~)n the property. It is City Staffs opinion that the principal use on this property <br />will be the maintenance and repair of equipment and therefore the office structure is accessory to <br />that activity. Therefdre, the office structure is restricted to 30% of the size of the maintenance <br />building or 1800 squa~.~ feet; the footprint of the office structure is 2,200 square feet. In lieu of the <br />substantial improverr!.ents proposed to the site, City Staff is recommending that the Planning <br />Commission and City Council waive the 30% accessory building restriction. <br /> <br />Udli6es: The facility Rs not in the urban service area and will be served by on-site septic and well. <br /> <br />_Setbacks: As with lotlcoveragc, staff is recommending that the setbacks be based on the location <br />of property lines for th~ lot on which the structures will be built. ' <br /> <br />The sumcture setback from Armstrong Blvd. is 110 feet from centerline or 50 feet from property <br />line, whichever is grea[ter. The office structure will be more than I40 feet from the property line. <br />The proposed locationlof the office structure far exceeds the minimum side and rear yard setbacks. <br />In the case of the mai~enance building, we have established that the Armstrong Blvd. side is to be <br />considered the front y~d. Site Plan Review Letter <br /> <br />Landscaping and Screenine: According to Section 9.11.09 of City Code, a 20 foot wide landscape <br />area is required paralle~l to all public streets and equipment stored outside is required to be screened <br />from all public roads. ~All plantings and fencing are to be located 20 feet from streets. <br /> <br />qq <br /> <br /> <br />
