Substantial construction <br /> equipment is proposed to be stored outside in areas visible from 147th Avenue and Ferret Street. <br /> The site plan proposes a 40 foot wide landscape area adjacent to Armstrong Blvd. and screening <br /> consisting of a combination of fencing and Norway Pines adjacent to 147th Avenue and Ferret <br /> <br /> Street. The outside storage and activity area south of the maintenance building will also be <br /> screened from the driveway to the office building and the adjacent tot to the east. The site plan also <br /> propose.~ to wrap the some screening around the northeast corner of the site to help screen the <br />· outside ~torage area from traffic travelling south on Armstrong Blvd. The screening and <br /> landscaping plan is acceptable to City Staff. <br /> <br /> .ArchiteCtural Standards: City Code requires that in the Industrial District, exterior wall finishes be <br /> of mate~al that is 50% other than metal on the exposed walls, The exterior finish of the office <br /> building is proposed be broken or rock face concrete block and the exterior of the maintenance <br /> buildingis proposed to be pre-cast concrete panels, which is in compliance with City Code. <br /> <br /> Waste Storage: City Code requires that all solid waste and refuse receptacles shall be stored within <br /> a completely screened structure or container. The site plan does not indicate a waste storage area in <br /> accordance with City Code and the plan should be amended accordingly. <br /> <br />Off Street. Parking - Design; City Code requires all drives, off-street parking, loading and <br />maneuvering areas to be surfaced with bituminous or concrete and f'mished with B-612 concrete <br />curbing. The driveway and customeffemployee parking areas at the office structure are in <br />compliance with code. The driveways and maneuvering areas to the maintenance building are <br />proposed to be paved but curbing is not proposed beyond the two driveway entrances. Curbing <br />the bituminous areas on the north and south sides of the maintenance building would be a <br />hindrance to equipment maneuverability and most likely subject to frequent damage. The <br />equipment storage and staging area in the northwest corner of the site is not proposed to be paved <br />or curbed. It is staffs understanding the pavement would not hold up to the wear and tear caused <br />by the Significantly sized equipment to be serviced on the site. 'Staff is recommending acceptance <br />of the pavement and curbing plans as submitted contingent upon the site plan being modified to <br />provide_ for B-6t2 concrete curbing versus the bituminous curbing proposed. <br /> <br />Off Street Parking - Spaces Reo_uired: City Code requires 1 parking space for each employee on <br />the maXimum working shift. The application submitted estimates 16 employees on the site. Thirty- <br />two employee/customer parking spaces are provided. <br /> <br />Liahtifig;. No exterior lighting plan has been shown on the site plan. Any lighting used to <br />illuminate the site should be arranged to deflect light away from adjacent properties and roadways. <br /> <br />Drainage and Grading: A ditch system had been constructed as a part of the HY-10 Ramsey <br />subdivision. This ditch system conveys drainage north along the western boundary of the site, <br />then east along the northern edge of the site. The drainage from this development flows generally <br />from gouthwest to northeast. A sedimentation/detention pond has been proposed at the <br />northeastern corner of the site which will discharge into the ditch system outlet at the <br />predevelopment rate. Calculations for this detention system have been reviewed and approved by <br />the Lower Rum River Water Management Organization. <br /> <br />AccesS_: The site is proposed to have no direct access onto Armstrong Blvd., two accesses from <br />147th Avenue and one access from Ferret Street.
