On the basis of retail activity only, a minimum of 86 parking spaces would be required for the 3
lots; in lieu of other services offered on the site, the developers are providing 122 parking spaces.
In accordance with City Code, all of the proposed drives, off-street parking and maneuvering areas
are proposed to be surfaced with bituminous. With the exception of the fenced and paved area on
the north side of the buildings, the outer perimeter of all pavement was proposed to be finished
with concrete curb. The developer was required to modify the site plan to include curbing of the
bituminous area.

Lots I and 3 are in compliance with lot coverage restrictions; Lot 2 exceeds the limit by 58 square
feet. However, the total lot coverage on the 3 lots does not exceed theft combined total allotment.
City Staff recommends approval of the 58 square foot overage.

Since the issuance of the April 25, 1995 City Staff review letter, the site plan has been corrected to
include the proposal for exterior lighting, landscaping, and curbing the fenced in area on the north
side of the buildings. The site plan needs to include plans for screened, waste storage areas.

Recommendation:

The Planning Commission met on May 2, and along with City Staff, recommend site plan approval
contingent upon compliance with the City Staff review letter.

Council Action:

Motion to:
Approve/deny the proposed site plan for Pro Sporting Goods and Anchor's Away
Contingent upon compliance with City Staff review letter dated April 25, 1995 and any
directives from the Mn/DOT.

Review Checklist:

City Administrator
City Engineer

I
I
I
I

CC:

5/23/95

I
I
