It ks the city's policy to collect fees for storm drainage and collector street (development fees based on ~rea) at the time of platting, or at the time of bui~lding permit, whichever occurs first.'' F In ~racttce, these fees have not been applied to acreages in ~he rural area, Cost of building permit {for a ten- ac~ parcel, for instance} would be prohibitively ex~ensive if all normal development fees were collected then. A co~elati'ng resolution in regard to collector street, hodever, does not include this verbage. F TheI question arose last week when permits were requested · fo~ a lot in Oak Knolls and for the Jay Sheehan property on ~llen Drive. Both are unplatted parcels outside the Urban Service Area. For the sake of consistency, these development fees (based on area) were not charged. We recommend that the Council formalize policY, and add "to~ lots of record within the MUSA" to policy regarding collector street. The intent is to collect this fee at the tim~ of platting, o~ as an assessment at such time that street is extended.
