INTRODUCTION <br /> <br />The feasibility study for this project was petitioned for by the landowner, Fox Development <br />Company and the developer, Residential Development, Inc. The project received preliminary plat <br />approval from the Planning Commission at their meeting on April 4, 1995, and from the City <br />Council at their meeting on April 25, I995. This report is to examine the feasibility of the project, <br />the estimated cost and the apparent assessments, for the extension of municipal utilities and streets <br />for the Propoded development. Appendix A contains an exhibii illustrating the project area. The <br />municipal improvements anticipated by this project include sanitary sewer, watermain, storm sewer <br />and bituminous streets. <br /> <br />DESCRIPTION OF EXISTING CONDITIONS <br /> <br />The project area lies adjacent to the westerly end of the Haubrich Addition, at the west end of <br />existing 151st Lane. The total project area is approximately 24 acres in size. Of this total area, <br />approximately 9.5 acres is developable, with the remaining 14.5 acres being wetland or County <br />ditch, with a small portion within the wetlands being higher ground suitable in width for an <br />extensipn of the park trail system. Wetlands exist all around the developable area of the project <br />except where it is adjacent to the Haubrich Addition. <br /> <br />The existing developable area topography contains two ridge lines with approximately 14 feet of <br />overall vertical relief. The site contains meadow type grasses and there are scattered red and white <br />oaks over the majority of the site. Currently 151st Lane ends just east of the easterly boundary of <br />the Fo:,: Knoll Development. Municipal sanitary sewer and watermain utilities do not currently <br />exist adjacent to the property, however, they are anticipated to be brought to the site by <br />Improvement ~t95-13 which provides for the construction of trunk sanitary sewer and watermain <br />through the Ramsey Elementary School property. <br /> <br />DESCRIPTION OF IMPROVEMENTS_ <br /> <br />Complete municipal improvements, including streets and utilities, are proposed to be extended to <br />22 lots!developed with the Fox Knoll Project. Sanitary sewer service is provided to the project at <br />the southwest comer by a proposed trunk sanitary sewer tine to be constructed with Improvement <br />Project ~/95-13. All sanitary sewer lateral pipes within the development are 8 inches in diameter, <br />and the sewer line will be constructed deep enough to service the Haubrich Addition. Each of the <br />22 proPOsed lots will receive a four inch sanitary sewer service stub. <br /> <br />Watermain service will be provided by an extension of a proposed 12-inch trunk line in 151st <br />Lane. ~This 12-inch trunk line will be constructed to the easterly boundary of the Fox Knoll <br />Development with Improvement Project ~5-13. The trunk line will be extended westerly from the <br />151st Eane cul-de-sac across the County ditch for extension in the future. Quicksilver Street will <br />includ8 the construction of a 6-inch lateral line. All of the 22 proposed lots will receive a 1-inch <br />service stub. <br /> <br />Storm Sewer system improvements include a catch basin and pipe extending from each of the two <br />cul-de4sac bulbs in 151st Lane and Quicksilver Street. Each pipe will outlet into water treatment <br />ponds Prior to releasing the water into the adjacent wet/and area. <br /> <br />Proposed street improvements are the standard 30-foot-wide City street with bituminous paving <br />and surmountable concrete curb and gutter. The proposed street construction will also include the <br />removal of the existing cul-de-sac bulb at the west end of the Haubrich Addition to provide for <br />street continuity.
