I <br />,I <br /> <br />HECEIVE BIDS AND AWARD CONTRACT FOR <br /> E 1995 STREET MAINTENANCE PROGRAM <br /> By: Steve Jankowski, City Engineer <br /> <br />CASE # <br /> <br />Background: <br /> <br />On February 14, ~995, a public hearing was held on the 1995 Street Maintenance Program. <br />The Council ord~ed preparation of plans and specifications on April 25, 1995, following <br />the 60-day comnhent period following the public hearing, and authorized bids on May 9, <br />I995. <br /> <br />This year's prog 'am includes ten separate projects of which eight will consist of crack <br />filling, followed ~y a chip sealcoating. Under this year's program, 7.14 miles of roadway <br />will receive this type of maintenance, including 1.81 miles of 153/155 Avenue between <br />C.S.A.H. #5 an Ramsey Boulevard. Two projects involve one and one-half inch <br />bituminous overl ty, covering 4.33 miles of City street. <br /> <br />As in previous y,~ars, a single contract document has been prepared for the street program <br />which has been s{~parated into three major work divisions (A) crack filling; (B) sealcoating; <br />and (C) bituminous overlay work. Sealed bids were received on Wednesday, June 7, <br />1995, and a copyiof the bid tabulation is attached. <br />This year we ha~e requested an alternate price on the sealcoating portion of the work for <br />utilizing a fractt/~red granite chip as aggregate cover for the bituminous, in place of the <br />rounded pea gr[tvel which we have used in the past. Many of our neighboring <br />communities, inoluding Anoka and Coon Rapids, are using this fractured granite chip. The <br />advantages of thib fractured granite chip includes (1) better skid resistance since it provides <br />a rougher surfac~ ~; (2) the granite is harder than the pea gravel causing less wear of the <br />aggregate; and (3) less potential for the chip to be dislodged from turning tires. The <br />disadvantages in~ :lude its higher costs, approximately 25 percent more than the pea gravel. <br />It is our opinion hat the added cost of the fractured granite chip is justified only on project <br />//95-04, which is the sealcoating of 153/155 Avenue from C.S.A.H.//5 to C.R. #56. The <br />better skid resist ince, particularly in view of the curves on this roadway, and the higher <br />amount of traffic make this a logical project to evaluate the performance of this chip. <br /> <br />Analysis Of Bid ~ rice <br /> ? <br />The unit's prices for the crack £flling (Division A) and the bituminous overlays (Division C) <br />came in 11% atld 7.8%, respectively, below those estimated in the feasibility study. <br />However, the un~ price for sealcoat came in 22.4% over the feasibility study estimate. The <br />table below illus[rates the recent unit price history associated with our crack fill/sealcoat <br />program, which ~ppears to fluctuate considerably from year to year. <br /> <br /> <br />
