The lower crack fill <br />cost will not impact the total cost of the crack fill/sealcoat projects as greatly as the <br />increased sealcoat costs, since the crack fill represents in the range of only 15 to 35% of the <br />construction costs. The attached table shows the differences on the projected costs of these <br />seven projects between the feasibility study estimated and the actual bid prices. The range <br />of cost increase per unit ranges between $6.57 and $28.87; however, the percentage of <br />increase ranges from 10% to as high as 100%, due to the fact that the base assumed on five <br />of ~he seven projects was quite Iow because developer escrows were applied to reduce the <br />assessable cost of the project. The 153/155 project was estimated using additional pay <br />items and the overall project was only 1.5 percent over the estimate submitted to MnDOT <br />onthe more expensive fractured granite chip. Overall, the changes in actual bid prices over <br />estimated prices will result in a net increase of $6,638 in construction costs. <br /> <br />Recommendation: <br /> <br />It is my recommendation that the 1995 Street Maintenance Program be awarded as follows: <br /> <br />Division A crack filling be awarded to Bcrgrnan Companies, Inc. in the <br />amount of $16,206.27. <br /> <br />Division B sea/coating be awarded to Allied Blacktop Company in the <br />amount of $73,272.05. <br /> <br />Division C bituminous overlay be awarded to H & M Asphalt in the amount <br />of $116,200. <br /> <br /> three of these contractors have successfully performed similar work for the City on <br />previous street maintenance programs. <br /> <br /> <br />
