Schroeder, City Administrator <br /> <br />Education/Training Policy and Drug/Alcohol Policy <br /> <br />At the May 9, 1995, Council Personnel Committee meeting, the Committee reviewed draft <br />poli¢ies for the above noted issues. Attached for your review are the case cover sheets and <br />the Proposed policies. The background attachments have not been included here but are <br />available should anyone f'md them helpful. <br /> <br />For :the education policy, members of the Committee suggested consideration of the <br />following: <br /> <br />a) <br /> <br />Delete payment for books but increase employer contribution to college <br />courses (to perhaps 60% or 70%). <br /> <br />b) <br /> <br />Regarding the <br /> <br /> a) <br /> <br /> : b) <br /> <br />Allow for employer contribution for classes proposed by staff in the middle <br />of a budget year, even if they were not earlier anticipated by the staff person <br />or budgeted by Council. <br /> <br />Travel expenses for conferences should be provided for out-of-state training <br />as well as in-state, with prior Council approval. <br /> <br />Reimbursement for college classes will ~cur upon satisfactory completion <br />(receipt of C or better). <br /> <br />dmg/alcohol policy, the Committee made two observations: <br /> <br />The use of alcohol should be acceptable during City-sanctioned events, such <br />as the Lions Picnic or the winter employee party. <br /> <br />The keeping of drugs or alcohol upon City premises for purposes of police <br />investigations should be exempted or otherwise similarly dealt with by the <br />policy. <br /> <br />These policy drafts are attached for your review. Please take the opportunity to read <br />through them and make any comments or suggestions you see as necessary. Please get <br />your thoughts back to me by Wednesday, May 31, 1995.
