MEMORANDUM

DATE:

TO:
:

FROM:

SUBJECT:

December 12, 1994

Ryan Schroeder, City Administrator
Jim Gromberg, Economic Development Coordinator//4 (

Bridge Alignments for Land Use Plan Update

I have reviewed the numbers generated with regard to the costs associated with each bridge
alignment for the Comprehensive Land Use Plan Update. The following criteria was used for this
evaluation:

· ConStruction Cost of roadway is estimated at $150/foot, with bridge construction estimated at
$1,500~foot. For the western alignment, an extension of County Road #116 beyond its present
loca~on of 7,841 feet would be necessary. An extension to Puma Street N.W. is not assumed
here.-The north/south roadway is estimated at 5,793.48 feet, for a total project length from the
river, bank of approximately 13,634 feet. It should be noted that Anoka County currently has
no plans to extend County Road #116 past Armstrong Boulevard N.W. As noted below,
western alignment Route C would require acquisition and construction costs above the base
western alignment that has been assumed through this process. This occurs in order to
facilitate the desired road curvature from north-south to east-west.

The ~asterly alignment requires an extension of County Road #116 to Ramsey Boulevard
N.W. of 2,643 feet, to Armstrong Boulevard N.W. of 2,672 feet. The north/south roadway is
estimated at 2,208.49 feet, for a total project length from the riverbank of approximately
7,523.49 feet. The County Road #116 extension to Armstrong Boulevard N.W. is scheduled
for 1999.

ConStruction cost and property acquisition within the City of Dayton was not considered.
Bridge construction costs used the edge of right-of-way to edge of right-of-way. Acquisition
costs assume $7,000/acre. No right-of-way or construction impacts are assumed beyond the
roadways under discussion.

Sinqe both routes require a possible interchange with Highway #10, no figures were
previously included in cost estimates.

Based upon discussions with Minnesota Department of Transportation, a diamond interchange
likely would require approximately 800 feet in an east-west direction from the center of the
bridge crossing and 400 feet in a north-south direction. Other types of interchanges may
require differing easement lengths (Cyrus Knutson, MnDOT, 582-1387). Aligning the
interchange with the current center of Highway #10 would result in the following effects on the
easterly and westerly alignments:

Thd attached drawings allow for a 1,200 foot approach in the east-west direction and 450 feet
in the north-south direction.

Alignment Land Value Building Values Cost
Easterly $119,600 140,400 $260,000
Westerly - Route A 40,700 90,700 131,400
Westerly - Route B 28,400 61,900 90,300
Westerly - Route C* 74,200 0 74,200

This route would require a significant amount of additional road right-of-way to be purchased

I
I
I
I
i
I'
I
I
I
I
I
I
!
I
I
i
I
I
!
