5.4

RECEIVED THE MARCH 1995 MEREDITH SUBSCRIBER
REPORT.

6 ayes - 0 nays.
NEW BUSINESS - 5

Motion carried.

Administrator's Report

O'Connell updated the CommissiOn on the DPS telephone bill (S.F.
752). The bill was on the floor today. Bill Haas called from the floor to
state .that the bill would be passed but could not give O'Connetl the
exact vote. O'Cormell further stated he hoped that the bill would be
passed with two significant amendments. One that the local
authorities retain the right-of-ways and second that the Dept. of Public
Safety will decide how much spectrum space for any
telecommunication provider would be available for local
programming. Both of .the amendments were originally going to be
deleted from the bill. This is a major accomplishment if they are both
kept.

Mike Johnson arrived.

O'Connell gave information regarding the contributing dollars from
other franchise areas. Some were: Northwest gave $15,000; North
Central gave $6,900; North Suburban gave $7,500; Burnsville/Eagan
gave $5,000.

5:22

O'Connell pointed out that there is enough money in the budgets to
contribute money to MACTA for the lobbying effforts. It was asked
what MACTA would do if they did not raise the $100,000 they were
asking for? O'Connell did not have a definite answer. Most franchises
contributed according to population and some gave more. O'Cormell
felt that QCCCC should contribute to MACTA recommended 5 cents
per capita.

Motion was made by Nagel, seconded by M. Johnson to CONTRIBUTE
$3,493.30 TO MACTA FOR THE LOBBYING COSTS. THIS WAS
AMENDED TO READ $3,500.00.

M. Johnson stated that NW system approved $15,000 contribution but
they are in a good financial position. He also stated that QCCCC should
realize what the bill is and what it will do for the cities.

7 ayes - 0 nays.
