1 <br />CASE # <br />REQUEST FOR ESITE PLAN APPROVAL FOR A SUPERAMERICA FACILITY; <br />' CASE OF FAYETTE FUNDING <br />By: Zoning Administrator Sylvia Frolik <br />' Background: <br />Mr. Sam Van Tassel of Fayette Funding, or Super America, has applied for site plan approval to <br />construct and operate a Superamerica facility with accessory car wash at the corner of C.S.A.H. <br />#116 and T.H. #47. The following items are enclosed for your information: <br />a) - Site 1 ation map <br />' b) Site pan <br />c) City taff Review Letter dated June 1, 1995 <br />d) Proposed Development Permit <br />Notification: <br />' Site plans are not required to be subjected to public hearings. This commercial development does <br />not present any peculiar impact to adjacent commercial properties and only Mn/DOT and the Anoka <br />County Highway Department were provided with copies of the site plan for comment. <br />Observations: <br />The development in ludes a 3,520 square foot convenience store with gas and an 864 square foot <br />accessory car wash. ', a facility will be served by municipal water and sanitary sewer. Access will <br />be derived from a prvate service road to be developed along the west property line of this River /47 <br />' Plaza plat, thereby iminating any need for direct access onto #47 or #116 from the 3 lots in the <br />plat. <br />' The proposed development is in compliance with City Code as far as lot coverage, setbacks, <br />architectural standaMs (concrete block with full brick facing), improved off -street parking and <br />maneuvering areas, # ghting, and waste storage. <br />f � <br />' City Code does require a 20 foot wide landscaped yard adjacent to public roads. Although the <br />landscaping plan provided is acceptable as far as planting materials and locations, the yards along <br />T.H. #47 and C.S.AJH. #116 appear to be deficient of the 20 foot requirement. Mr. Van Tassel <br />' represented at the PIAnning Commission meeting on June 6 that the requirement would be met. <br />The site plan indicates that runnoff is directed toward the west property line where it will be <br />' discharged into the 1pounty ditch and this is not acceptable. City Engineer Steve Jankowski has <br />requested the submittal of a Grading and Drainage Plan that shows grades and contours and <br />provides for a detention pond to collect the runoff and provide for sedimentation and skimming <br />' prior to discharge into the wetland. <br />The corner of C.S.A.H. #116 and T.H. #47 has been identified as a desireable location for a <br />Ramsey entry sign! Perhaps discussions. could be initiated to integrate such a sign with <br />' Superamerica's signage. <br />
