REQUEST FOR PROPOSAL , T.H. #47 Access and Corridor Study The City f Ramsey s seeking onsultant services for the development of an access and corridor study for Trunk Highway #47. 4 The cosultant selected for this project would provide assistance in traffic engineering and in the development of a transportation plan for the management of access , and highway improvements on this segment of highway. If interested in this project, please document your response in the form of a technical proposal. Outlined below is the project Request for Proposal. This request for proposal does not obligate the City of Ramsey to complete the ' project, and it reserves the right to cancel the solicitation if it is considered to be in its best interest. A. Scope of Project: ' This project will require the consultant to study and develop a transportation plan that will be used by MnDOT Metro Division, Anoka County, and the City of ' Ramsey in the decision making and planning of the operation and development on the segment of Trunk Highway #47 for a 3.5 mile segment between C.R. #116 and 167th Avenue N.W.. The project scope will include a study of the existing conditions relating to planning, review of existing and likely land uses along the ' study segment, development of guidelines and recommendations for managing access along the corridor, and identifying design improvements for intersections and roadway segments. Environmental impacts and consultants will also be t identified. The final report will summarize the study findings, prepare cost estimates, make recommendations for policies and implementation. The report will be distributed to MnDOT, Anoka County and Met Council for comment prior to finalization. B . Goals and Objectives: The goal of this project is to provide a final report that will include the data gathered, documentation on the development of the alternatives and their analysis, and any other materials, information and conclusions found in the work plan summarized above in the project scope. C.' Proiect Responsibilities and Tasks: The major tasks to be accomplished include, but are not limited to the following: Data Collection • Identify functional classification and current level of service • Identify speed limits and compare with actual speed • Prepare 5 -year accident history • Identify location of private accesses, • Identify substandard sections with regard to sight distance, and highway geometries Study Analysis and Recommendations • Identify problem area • Identify intersection for signalization and address progressive timing
