CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />uc e y <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br />The Ramsey City Council conducted a regular meeting on Tuesday, April 25, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br />Members Present: Mayor Glen Hardin <br />Co n ilm tuber Carol n B -when <br />Also Present: City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Fronk <br />City Attorney William Goodrich <br />CALL TO ORDER <br />Mayor Hardin called the regular meeting of the City Council to order and led in the Pledge <br />of Allegiance to the Flag. <br />INTRODUCE INTERN <br />City Administrator Schroeder stated that Beth Malaby, one of the Community Development <br />-interns was unable to attend the last Council meeting where a case was entitled "Introduce <br />Interns"; therefore, he introduced Beth Malaby to the Council at this meeting. <br />CITIZEN INPUT <br />Steve Croteau, 5939 - 151st Lane N.W., Ramsey, stated that he addressed City Council <br />with respect to voting on a one -year moratorium on the expansion of sewer and water in the <br />MUSA. He stated he is here to ask the Council to take a vote on that moratorium so that he <br />and other members of the Ramsey Residents for Responsible Government know what their <br />options are. He asked that this action be taken prior to action on Case #6 which deals with <br />Fox Knoll. He reminded Council that the request was to set a one -year moratorium so that <br />the citizens could organize a group in conjunction with City representatives to mitigate <br />impact of urban density requirements. He reported that input would be gotten from other <br />residents with regard to future planning. He inquired if this is an issue Council can vote on <br />tonight. <br />Councilmember Peterson stated he is not ready to vote on this issue. <br />City Attorney Goodrich explained that he has not reviewed anything further on this issue, <br />-but that Council would have to introduce an ordinance if they choose to do this. <br />Mayor Hardin stated there would be discussion on this issue during Case #6. <br />Mr. Croteau inquired how to go about getting a vote on this issue. <br />�► City Council /April 25, 1995 <br />Page 2 of 23 <br />
