the other dep ents. He stated that a couple of suggestions for the Police Department
would be to exp d them into the Council Chambers area and move the Council Chambers
downstairs. T other suggestion was to move the Police Department downstairs and
retain the lockjaailable area where it is upstairs. This would result in relocation of the Senior
Citizen's meetis and all other groups utilizing that space. The current Council Chambers
could be made for most of these users, but the kitchen facility would be lost. The
Police Departm t preferred expanding their existing space utilizing the Council Chambers.
Moving the Co cil Chambers downstairs to the Senior Citizen meeting area would require
some accessibility building improvements and other aesthetic improvements of the new
Council Chambers. Mr. Schroeder called attention to the drawings done for the
Administrative lervices and the Finance space. It is proposed that new office furnishings
be provided in {{these areas. These departments have reached a point where current
configurations Z not allow for any additional staffing. He suggested the plan is to gain
enough space through redesign and utilization of modular efficiencies to gain a decade
before a facility expansion needs to occur. He calculated that a ten -year delay of a
$1,000,000 expdnditure at 6% interest results in an annual savings of $135,868 ($169,801
per year at our lending rate of 11 %). He stated that his first concern is the Police facility.
i
Upon inquiry, ief Auspos stated he would choose the Council Chambers scenario
because it maintdins the Department in one unit.
Councilmembers Beyer, Beahen and Zimmerman agreed that the Council Chambers would
be the best location.
Mayor Hardin slated he is not in favor of the lower level for a Council Chambers and
suggested possi ly another location for some of the Fire Department equipment, such as
the other buildin at the Public Works location, and to utilize that space downstairs for the
Police Departme t.
Councilmember eahen stated her concern is to keep the Police Department all together.
Chief Auspos stated that they have talked about using the fire barn but he felt the high
ceiling would c `ntribute to loss of office space. He added that it would be over a year
before they could get into the space too and that he is also concerned about the diesel smell.
Mr. Schroeder stated another concern is that this would mandate that something be done
with the Fire Department immediately; it would create a need to resolve the Fire Department
needs first.
Councilmembereyer stated she doesn't think any more time should be wasted on this -
the Council Ch bers scenario should be pursued. She added that this has been talked
about for month ears and it's time to "bite the bullet" and do something.
Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to pursue
the Council Charfibers schematic for the Police Department space.
Motion carried. `Voting Yes: Councilmembers Beyer, Zimmerman and Beahen. Voting
No: Mayor Hardin and Councilmember Peterson.
Consensus of tht Committee was to discuss the remaining space needs at a subsequent
meeting.
Finance Committee /May 23, 1995 nr)
