Ms. Malaby stated that staff is asking for approval of the proposed <br />development plan. <br />Mayor Hardin inquired about parking and asked instead of adding a parking lot, is it <br />possible to have some turnouts instead. <br />City Administrator Schroeder stated that looks like it could be a possibility at some time. It <br />is not proposed at this time because the residents did not want it. <br />Mayor Hardin suggested that if we are going to have parking on the street, we are inviting <br />potential dangers. He felt it would be better to have at least turnouts if no parking spaces. <br />Mr. Schroeder cautioned that this budget is really tight. He felt that the residents would <br />hate to give up a tennis court for a parking lot. <br />Mayor Hardin asked about planning for the parking spaces in the next year's budget. <br />Councilmember Zimmerman commented that without any parking, it's almost like ifs a <br />private park. <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend City <br />Council approve the proposed Fox Park plan and budget with the inclusion of a bump -out <br />parking area. <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br />Case #6: Award Bid for Boardwalk Construction for Lake Itasca Trail <br />and Fox Park <br />Community Development Intern Malaby stated that included in the approved lake Itasca <br />Trail budget is the construction of a boardwalk to complete the trail connecting to Autumn <br />Heights Park and cause the linkage between three park districts (Lake Itasca, Ermine and <br />Autumn Heights Districts). Boardwalk construction has also been proposed in the Fox <br />Park plan. Request for bids for construction of the two boardwalks were sent to <br />contractors on April 17, 1995. Two bids were received and were opened on Tuesday, May <br />9, 1995. Flanagan Sales is the apparent low bidder and the Park Commission is <br />recommending awarding the bid to Flanagan. Ms. Malaby added that the other bid <br />response was from Value Recreation and they claim a much longer lifespan for their <br />product (40 years vs 20 years) but they do not warrant their product for five years as <br />Flanagan Sales does. Flanagan also offers free inspection of the project for the first two <br />years. <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend City Council adopt the resolution awarding bid for boardwalk construction for <br />Lake Itasca Trail and Fox Park to Flanagan Sales for a price not- to-exceed $124,000. <br />Motion carrier!. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer <br />and Peterson.
