Jankowski, P.E.
City Engineer
City of Ramsey
15153 Nowthen Boulevard N.W.
Ramsey, Minnesota!55303

Subject:

Control Section 0206 Trunk Highway (T.H.) 47
at 167th Avenue N.W.
S~gnal Warrant Study

Dear Mr. Jankowski:

Your April 1 I, 1995 letter to Ms. Susan Scharenbroich, Division Traffic Engineer, was forwarded
to me for a response. We took approach counts for a Signal Warrant Analysis on April 27, 1995.
Although the volume at the intersection has gone up none of the volume requirements (Warrants)
for installation of a signal were met. A copy of the analysis is attached.

We also reviewed the intersection accident history from 1-1-92 to 12-31-94. There were six
accidents in 1992 arid four in 1994. We found none in the Department of Public Safetys' records
for 1993. Three of, the six accidents in 1992 were of the type that could be correctable with the
installation of a signal. None of the 1994 accidents are considered correctable. A copy of the
accident study is al~o attached. Based on the volume and accident study a signal is not justified
at this time.

At some point in the future conditions may justify installation of a signal. Some geometric
changes to Trunk I4Iighway 47, 167th Avenue N.W. and the access to Rum River Hills Golf
Course would need to be made before a signal could be installed. These improvements could be
done prior to or in conjunction with a signal. Specificly T.H. 47 would have to be widened to
accommodate opposing center left turn lanes; Eastbound 167th Avenue N.W. would have to be
striped or widened for two approach lanes and the Rum River Hills Golf Course entrance would
have to be realigned and Widened for two approach lanes.

An Equal Opportunity Employer
