Further, that he should have declared this <br />cOnflict and absented himself from discussion and voting. <br /> <br />A separate conflict issue was raised a year ago regarding the Amber Ridge subdivision. As a <br />result, City Attorney Goodrich wrote the attached opinion. <br /> <br />After a review of the Goodrich opinion, it seems that "financial gain" is the measure by which <br />conflict is determined.
