Schroeder, City Administrator <br /> <br />A copy of this case has been forwarded to the review list and the two <br />agents. <br /> <br />Background: <br /> <br />The Personneli Committee received a brief update on organizational issues at the June 13, <br />1995 meeting, i At that time I requested any ideas or requests for specific structure changes <br />be suggested 4o me prior to the July 11, 1995 meeting. To date, I am not aware of any <br />specific desire~ on the part of Council. <br /> <br />On February 1~4, 1995, Building Maintenance Worker Dan Bray requested reassignment <br />from AdminiStrative Services to Public Works. I have enclosed, for your review, my <br />February 23, 11995 response to this request. At the March 14, 1995 meeting, the <br />Committee de~erred discussion on the issue to a later date. <br /> <br />Since Februar~ 13, 1995, the entire Administrative Services staff have been reporting to <br />Finance Offic{r Jessie Hart. I believe this reporting relationship has been quite effective <br />over the past fi. ye months. Relative to Dan, I see no reason to change this reporting at this <br />time. Of note ts the potential for expansion of the existing Municipal Center facilities which <br />will create additional demand on Dan's time in his existing situation. I, therefore, <br />recommend th~ current situation be continued. <br /> <br />It has also been suggested recently that Recording Secretary Jo Thieling should be afforded <br />the opportunit.~ to pick up additional duties with the vacancy in the Administrative Services <br />Manager posi.fi°n. I have noted that the Finance Officer has come to rely quite heavily <br />upon the Receding Secretary to ensure that work flow in Administrative Services occurs <br />smoothly. I arb uncertain whether this has resulted in a defacto escalation of the Recording <br />Secretary posiiion. I, therefore, recommend that Jo Thieling conduct a review of her Time <br />Spent Profile ~SP) to verify the job placement valuation of tasks conducted by the position <br />since Februar~.~ 13, 1995. The Council may also wish to recognize any imp. rovement here <br />by a change in!title. However, I would suggest deferring that until completion of the TSP. <br />On April 11, 1995, Council delayed ~ling the Administrative Services Manager l~osition in <br />favor of first Oiling the Senior Accountant position. The duty shift resulting from this <br />delay has been primarily to the Finance Officer, Senior Accountant, and to a lesser degree, <br />the C~ty Adm~g~strator. <br /> <br />At this time, Iiwould like the authorization to fill the position but in a somewhat different <br />manner. The Shift in duties mentioned above seems to have been quite successful. At the <br />same time, o~ intern program has allowed us to review the benefits of a position with <br />substantial dedication of time to code enforcement activities. It appears that we have need <br />for continued ~tssistance in the code enforcement area. We also have a need for help with <br />other planninfl activities, and, to a somewhat lesser degree, personnel activities given the <br />above. Code ~nforcement seems to take the predominate portion of a 40-hour week during <br />warm weather: seasons. This will tail off from November to March when there should be <br />time for tasks in the other areas. Given this, I ask that I be afforded the opportunity to fill <br />the vacancy With an Administrative Assistant. The duties are expected to fall in the <br />following broSd categories. <br /> <br /> <br />
