The <br />AFSCME Local 1~ Business Representative, Luanne Koskinen, also appeared on his behalf. At <br />this meeting Mr. Bray presented a letter from Public Works Supervisor Mevissen in support of his <br />request. <br /> <br />Since October, 1993, Dan has been expressing his concern with his present situation. The entire <br />background is fairly well documented in that he has filed a related grievance in the past. The <br />correspondence ro. lated to th~s grievance is attached. 'It is notable that a primary issue of the <br />grievance was that the Union was asserting that Dan was being inappropriately scheduled on <br />Public Works task~ and inappropriately supervised by Public Works personnel. <br /> <br />With the resignati~, n of Kay McAloney, I alerted Administrative Services personnel [including <br />Dan] by the attach~ext February 6, 1995 memo that Jessie Hart would be the interim supervisor. On <br />February 7, 1995i I received the attached note from Dan regarding his proposed supervision <br />change. On Febraary 8 or 9, 1995, I discussed the issue with Dan. At that time I informed Dan <br />that no changes i~ assignments or supervisors would be proposed until the Assistant to the City <br />Administrator position was filled. On February 14, 1995, Dan appeared before the Personnel <br />Committee. <br /> <br />At this meeting h°' expressed a reason for the shift in supervisor was because he is at Public Works <br />quite regularly. This took me by surprise in that he is not scheduled at that location and for the <br />most part has no treason to be there. I since found out that his uniforms have been regularly <br />delivered there in error since perhaps June, 1994, causing Dan to go to the Public Works building <br />twice each week. This has been corrected and they are now delivered to City Hall as they were <br />intended to be. <br /> <br />I also checked o~ other activities. In I994, Dan recorded 34 hours on his timesheet for plowing <br />snow. He does h~ve to respond to the Public Works building in order to do that, and, of course, <br />he is called out b~ the Public Works Supervisor. The balance of his day is intended to be cleaning <br />and maintenancef at City Hall and running courier as necessary. His only contact with Public <br />Works should be!if a tool is required for his City Hall duties which is not available at City Hall. <br /> <br />Department Hea~s and Supervisox~s are currently reviewing which positions will be recommended <br />Jn the 1996 budg~-t. We are discussing Public Works/Parks staffing as well as various inspection <br />areas [code enforcement, septic systems, etc.] and various others. A change in duties or reporting <br />assignments given this and the existing search for an Assistant to the City Administrator would be <br />premature. <br /> <br />In any case this Will be on the Personnel Committee agenda as requested.
