School, then back north to Ferry Street at Chestnut Street. Anoka believes there is a good chance to receive funding for this $3.5 million project toward which there is a 20% local match. If so, there would be a 1998 bid letting. The design increases the capacity of North Ferry Street from 40,000 to 45,000 cars per day. Anoka has requested computer modeling to verify this. 3) Government Innovation Grant Application Ramsey City Administrator Schroeder presented a request by Anoka/Ramsey staff to be allowed an opportunity to resubmit a Government Innovation grant application. The project, if funded, would include costs to study the ability and advantages of constructing joint infrastructure in the adjacent industrial parks. Included likely will be water, sewer, storm sewer and potentially roadway and others. (Ramsey) Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve submittal of a Government Innovation Grant Application. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and Z~mmerman. (Anoka) Motion by Councilmember Weaver and seconded by Councilmember Wesp to approve submittal of a Government Innovation Grant application. Motion carried. Voting Yes: Mayor Beberg, Councilmembers Weaver, Wesp, and Cotten. VOting No: None. Absent: Councilmember Mann. 4) Ramsey Industrial Activities Ramsey City Administrator Schroeder provided an update on Ramsey's industrial activities. Three projects are effectively complete with three more starting soon. The McKinley/Uranium Street paving project will be complete by the end of July, which will open up more land for development. The City now controls all of the undeveloped land east of Uranium Street to Anoka for development and infrasmacture purposes. 5) Anoka Enterprise Park Area Anoka Community Development Director Kirchner discussed the Anoka Enterprise Park area. The development area has 175 acres west of Thurston and I00 acres to the east. The third Addition on the west is platted and under construction. Six or seven new businesses are expected to break ground in the next 30 to 60 days. The fourth and fifth Additions (on the east side) are in the subdivision process. Proposed are 78 single-family lots on the Tiller property, south of the old H & S parcel. Adjacent to Trunk Highway g47, Good Value Homes is developing 42 townhouses. Sbuth of McKinley Street, there wilt be 82 single-family lots. A park is also planned for the area. 6) Summary of Anoka Traffic Concerns Relating to Industrial Development/Future Highway #10 Issues Glen Van Wormer of Short, Elliot, Hendrickson is the Anoka traffic consultant. He provided a summary of Anoka traffic concerns related to industrial development in the two communities and eXisting and future Highway #t0 issues. MnDOT had proposed improvements at Thurston and S~ate Highway #10. Anoka felt that was an inadequate response to the problem.
