The final development plan for the PUD approved by City Council in December of 1984 stated that <br />there would also be an out building developed on the property in which to store power carts. The <br />amount of reduction to golf course open space caused by the construction of the maintenance <br />building and bituminous parking and maneuvering area amounts to .075% of the golf course. <br /> <br />Mr. Schmidt's transmittal of June 12, 1995 refers to the need for a rezoning application and <br />resubrrdssion of a preliminary site plan based on procedures established in Section 170.0t6k of the <br />Ramsey City Code. Under the current City Code numbering system, 170.016k (Planned Unit <br />Development, Major Changes) is 9.20.31 (Sub& 4). What this section is describing is the <br />procedure for making changes to a PUD plan mid-stream in processing. Much like when we <br />approve plats, if the final plat submitted does not substantially conform to the preliminary plat <br />approved, the applicant must go back to a public hearing and gain approval of revised preliminary <br />pI~t prior to pursuing f'mal plat approval. This PUD was processed some I0 years ago and the <br />zo~g and site plan are Finalized; our Code does not set out specific instructions on how to amend <br />a f'mallzed, established PUD. For lack of anything better to follow, we can refer to procedures laid <br />out in Subdivision 4 (Major Changes) to amend a finalized plan, but then to be consistent, we <br />would also have to consider Subdivision 5 (Minor Changes). <br /> <br /> On June 21, 1995, the Planning Commission conducted the public hearing and tabled action on the <br /> application and directed that members of City Staff, Planning Commission, area residents, and golf <br /> co~se personnel meet at the golf course site to review the alternative sites considered for the <br /> ~tenance building. <br /> <br />~ Wednesday, June 28, 1995, Commissioner Terry Hendriksen, Zoning Administrator Sylvia <br />Frblik, Golf Course Manager Jef:' Toilette, contractor Bob Schwabolski, and area resident, Jerry <br />Schmidt toured the golf course to look at the various sites that were considered for the maintenance <br />building. Following the tour, the general consensus was that of the 3 sites available on the Rum <br />River Hills Golf Course, the proposed site in the southwest corner of the property is the most <br />lo,cal. An alternative site under other ownership would have been the best site (commercial lot <br />adjacent to Hwy. ~g47 just northwest of the clubhouse). At the end of the tour, it was decided that <br />Mr. Toilette and Mr. Schmidt would be at the Planning Commission meeting on July 5 with a <br />mutually acceptable proposal for the development of the maintenance building in the southwest <br />COmer of the site, should it be approved. <br /> <br />~ July 5, 1995, Mr. Jerry Schmidt and Jeff Toilette, golf course manager, were present at the <br />PI~ing Commission meeting. It was reported at that time that the two parties had not quite <br />completed negotiations for a site plan that would satisfy both Mr. Schmidt and the golf course <br />board of directors. The Planning Commission recommended approval of the amendment to the <br />PUD development plan and a site plan acceptable to both Mr. Schmidt and the golf course. <br /> <br />~ July 19, a revised site plan was submitted to the City that moved the proposed building 23 feet <br />further north and 30 feet further west from the Schmidt residence, altered the screening from the <br />west and south sides of the building to the east and south sides, and replaced the 4 foot south and <br />west berms planted with 2 foot trees with a double row of 6 and 10 foot trees planted along the <br />sohth and east sides of the building. This new plan did ellrnlnate the tree-capped berm along Hwy. <br />g-47 intended to screen the maintenance building activity and outside fuel storage tanks from the <br />public right of way. It also only left a 10 foot wide landscape area adjacent to Hwy. g47 where a <br />20 foot wide area is required by Code. <br /> <br />~e structure meets all setback requirements from Hwy. g47 and the residential district to the <br />sohth. The exterior facing finish is proposed to be vinyl siding which is in compliance with City <br />C.~e and compatible with existing structures on the golf course proper.
