The plat proposes to extend Sunwood Drive west from County Road #116 to County Road #56. <br /> ~s is about a 3,000 foot roadway of which 2,625 feet is w/thin the plat. It is also proposed that <br /> SUnwood Drive provide access to the I0 commercial lots and 1 outlot within the plat. <br /> <br />The Planning Commission recommended against commercial access onto Sunwood Drive. <br />Fu~er, it' was recommended that 143rd be extended east from Jasper Street to allow for this <br />access. Staff is of the opinion that Sunwood Drive is a preferable access. In this neighborhood, <br />the east-west collectors ultimately w/Il be County Road #116, Sunwood Drive and McKinley <br />(which connects to Jasper at the Public Works garage then to 143rd and west to County Road <br />#56). A fourth collector of 143rd east to County Road #116 seems to be of marginal value. It is <br />algo notable that this plat is intended as a light industrial area. The area south of 143rd is generally <br />heavy industrial, use. It may be of benefit to not mix the two (similar to the Ramsey Business <br />park) if we can avoid it. <br /> <br />~erefore, Staff is recommending approval of the preliminary plat with the intent of utilizing <br />Sunwood Drive for access within the plat. However, given Planning Commission advice, we are <br />recommending two additional changes. First, we are asking that an ouflot~ be platted for 143rd east <br />of Jasper Street for future roadway should the current staff view of the situation be deemed as an <br />error in the future. Second, we are suggesting the easement acquisition for a Jasper Street <br />extension from 143rd to Sunwood Drive. This right of way would allow for two lots to perhaps <br />have a future access other than Sunwood. It would also allow for an access to eastbound County <br />Road #116 using'a route other than County Road #56 or the eventual McKinley Street. Both of <br />these additions we believe answer most of the Planning Commission recommendations. <br /> <br />The Park Commission met on June 8 and recommended acceptance of the wetland area and some <br />high ground in the northeast comer of the plat for park and open space purposes. The intent is to <br />develop a trail around the perimeter of the wetland with some picnic sites. The details of the trail <br />and picnic site development is to resolved at the time AEC applies for site plan approval of their <br />new facility. <br /> <br />Recommendation: <br /> <br />The Planning Commission recomn~nds preliminary plat approval with 143rd Avenue N.W. being <br />constructed to provide access to the lots on Block 3.
