Ferr~ Street <br />Anoka, Mn 55303 <br /> <br />Re: Prelimihary Plat Review; AEC Energy Park <br /> <br />Dear Doug: <br /> <br />The City of Ramsey has received the preliminary plat for the proposed plat of AEC <br />Energy Parle The preliminary plat consists of one sheet prepared by Hakanson <br />Anderson ASsociates and is dated 6/13/95. We offer the following comments: <br /> <br />1. Gen{ral: The proposed plat is zoned Business Warehouse, not Industrial <br /> as n~ted on the preliminary plat. Consistent with the approved sketch plan, <br /> the blat consists of approximately 138 acres to be subdivided into I0 <br /> corr~.~ ercial lots, 1 outlot for future development and a park area. What is <br /> shown as Lot 1, Block 2, should be shown as Lot 2, Block I. Block 3 <br /> would then become Block 2. <br /> <br />2. Lot 'rSizes and Dimensions: All of the lots meet the 1 acre minimum lot <br /> size and 200 foot width requirements for the Business Warehouse District. <br /> <br />3. Drai~nage: In accordance with City Staff recommendations at the time of <br /> sketch plan approval, the eastern portion of Outlot A is proposed to be <br /> dedicated as drainage and utility easement rather than as an out. lot. This area <br /> is proposed to accommodate a sedimentation pond to handle the drainage <br /> from the plat. An outlet is planned from Wetland #117W south to the <br /> raik/>ad tracks. A 15 foot drainage and utility easement should be added on <br /> the e. ommon boundaries of Lots 6 and 7 or Lots 5 and 6 and be continued <br /> along the southern boundary of the lot to the eastern boundary of the Bury <br /> and Carlson Addition. Staff is not recommending any additional easements <br /> along interior common lot boundaries, since it is likely that final parcel <br /> boufidaries will be amended to facilitate individual development which <br /> would then require vacation. <br /> <br />The preliminary plat does not require submission of a grading and drainage <br />plan! as each of the individual lots will be required to submit these plans <br />when making application for site plan approval to develop the lots. It is <br />anti ,aipated that a majority of the site will be drained to Wetland #117W after <br />it re~eives sedimentation and skimming. However, the southeastern portion <br />of the site may be too low to be drained to the wetland and may require on <br />site letention before being discharged to the wetland outlet pipe. <br /> <br /> <br />
