Rate Adjustment

Bob Vose stated that there are two issues dealing with rates before the
Commission, both have to do with dealing FCC Forms 1210 which has
to do with increasing and/or updating company rates.

The first issue deals with February 10th Form 1210 which deals with
implementation of rates April 1st. The company asked that they
increase their rates due to inflation and increase in programming costs.
The Commission tolled the rate review period for 90 days to allow an
audit of the forms. Mr. Muellerleile has had an opportunity to meet
with Meredith to discuss his concerns. Mr. Muellerleile has reported
back that he feels the rate increase is reasonable and recommends that
the Commission approved Meredith's requested February 10th rate
increase.

Motion was made by Nagel, seconded by Peterson, TO APPROVE
FROM 1210 DATED FEBRUARY 10, 1995.

O'Connell reminded the Commission that the rate increase was
discussed at the February meeting. It was decided that along with the
tolling, the Commission allowed the rate increase to go into effect with
the understanding that if Form 1210 was not approved, Meredith
would run the risk of a rate rebate.

6 ayes - 1 nays. Motion carried. Bruce lohnson nay.

Vose stated the second issue before the Commission is Meredith's
second Form 1210 rate increase filed May l, 1995 regarding rates to be
implemented luly 1, 1995. The FCC originally stated that cable
companies were allowed a certain percentage increase due to inflation.
FCC has since modified raised the inflation adjustment and allowed a
larger percentage than originally published. This has caused some
cable companies, Meredith included, to re-file Form 1210 and ask for
the additional increase. Mr. Muellerleite has taken a cursory look at
the new form but has not received the new software from the FCC.
Vose suggests that the Commission toll the rate increase to allow Mr.
Muellerleile time to obtain the software and examine the new Form
1210. O'Connell distributed a copy of the Tolling Order to all
Commissioners.

Motion was made by B. Johnson, seconded by Nagel, TO MOVE THE
TOLLING ORDER,

I
I
I
I
I
I
I
I
I
I
I
I
I
I,
I
I
I
I
I
