3;2 <br /> <br />ITVA <br /> <br />stated that over the next three years there will be many changes in <br />telecommunications. An example of this is the Internet. Three years <br />ago, it was not being used extensively, today has a common and far <br />reaching usage. <br /> <br />O'Connell stated that he has only talked to Wilmar but would like to <br />put together a question/answer sheet and call other users of the Alpha <br />Channel. O'Connell will continue pursuing this information and will <br />keep the Chair. <br /> <br />O'Connell requested that Kevin be reimbursed for a digital imaging <br />course that he had taken. Due to some confusion regarding <br />"Continuing Education", Kevin had registered and paid for the course <br />prior to approval from the Commission. M. ~ohnson asked if there is a <br />written personal policy and suggested that a written policy be made <br />stating employees needs prior approvaI. Nagel feels that this is more <br />like a conference not continuing education as it is not leading towards <br />a degree, therefore, it should be treated as conference approval. <br /> <br />Motion was made by Cotten, seconded by Nagel TO APPROVE <br />PAYMENT OF THE COURSE FOR DIGITAL IMAGING. <br /> <br />7 ayes - 0 nays. Motion carried. <br /> <br />O'Connell would like to set up a Task Force to come up with policies <br />regarding purchase of equipment for the city halls. Some items of <br />discussion would be who's equipment is it, who has control over it, <br />and who is to operate it. M. Johnson stated that in the Northwest <br />everything is considered the cities and that any equipment granted to <br />them, would be their equipment. O'Cormell is to research what other <br />franchises are doing, if there are written policies in other Commissions <br />and convine the Personnel Committee to draft a policy. <br /> <br />It was pointed out that the new Grass Valley Switcher preform much <br />more video functions than was originally expected. <br /> <br />Conference <br /> <br />The ITVA Conference serves the needs of QCTV and is much better <br />than other conferences for the producers. This is a hands-on <br />conference. The ITVA will be held in Dallas this year and will cost <br />approximately $1,440. M. Johnson asked whether a written report will <br />be submitted. A report and a presentation would be made at the Board <br />meeting following the conference O'Connell stated. He further said <br />that this is really a two for one conference.
