The proposed policy was taken from two policies provided by <br />Councilmembei' Beyer and there were no significant changes suggested by the Department <br />Heads. He adt:led that if the Personnel Committee has no suggested changes, he will <br />present this to ~ttaff for their comments. <br /> <br />Councilmember Beyer commended Mr. Schroeder on the job he did on the proposed <br />policy. <br /> <br />Discussion ensued regarding the General Policy pan' about the consumption, possession, <br />or distribution iof alcohol, a controlled substance, or illegal drugs, at any time on City <br />property beingistrictly prohibited. This includes before and after each work day, during <br />breaks and during lunch periods. The Lions Picnic was mentioned as that could be <br />attended by Ci~7 employees and beer is served there. It was also mentioned that the Police <br />Department would have to have drugs or alcohol in their possession at times. It was <br />determined their this could be taken care of by adding the verbiage "within confines of <br />police procedures". <br /> <br />Consensus of the Committee was to submit this policy to staff for their comment and bring <br />it back to the Personnel Committee in June. <br /> <br />Case #4: Update on Senior Accountant Application Process <br /> <br />City Administrator Schroeder stated that four people were interviewed for the position of <br />Senior Accountant. He disseminated the resume of Diana Lurid and suggested the position <br />be offered to her. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to authorize Staff to <br />offer the positi~on of Senior Accountant to Diana Lurid at an annualized cost for 1995 of <br />$34,654 (the $654 being the one week's vacation bank to be used in 1995). <br /> <br />Motion carried~ Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting <br />No: None. <br /> <br />Case #5: Project/Procedures Update <br /> <br />City Administrator Schroeder stated there are several items listed in this case for the <br />purpose of tallying them through for suggested improvements on how to handle things, etc. <br />The first issuo is project notification. He explained that from this point forward, all <br />Council cases Will begin with who was notified. <br /> <br />Councilmemb~r Beyer commented that one of the biggest complaints from the taxpayer, in <br />general, is thag they have this pemeption that government is secretive. We have to make <br />every effort to'notify people of what's going on. <br /> <br />Mr. Schroeder ~stated that the intent is as a reminder to staff to ensure this occurs. <br /> <br />Mr. Schroeder remarked that we have had long discussions about what is and is not <br />appropriate with regard to code enforcement. <br /> <br />Kendra Lindahl, Community Development Intern, stated she has dealt with 63 code <br />enforcement cases since the end of March. Every Friday she goes out on code enforcement <br />inspections.
