Mr. Schroeder replied that Council should have the opportunity to budget for them. <br /> <br />Mayor Hardin inquired if someone is accepted into graduate school and it's not budgeted <br />for, will they be turned down to which Mr. Schroeder replied yes. <br /> <br />Councilmember Beyer felt that the City would benefit from employees taking classes. <br /> <br />Mayor Hardin noted #4 which states that travel expenses shall not be provided for out-of- <br />state training. He suggested taking out the word not and adding "provided travel portion <br />pre-approved by Council". <br /> <br />Discussion ensued capping the travel mount but consensus was that a cap is not necessary <br />since it would require Council approval. <br /> <br />Discussion ensued regarding #3 dealing with reimbursement. Councilmember Beyer felt <br />too that the amount for tuition should be greater. <br /> <br />Councilmember Beahen inquired when the employee is reimbursed to which Mr. Schroeder <br />replied upon receipt of a grade acceptable to the City. <br /> <br />Councilmember Beahen felt that provision ought to be addressed in the policy. <br /> <br />Mr. Schroeder stated he would make the suggested amendments, get staff input and bring <br />the policy back for review again by the Personnel Committee. <br /> <br />Case #2: Ramsey Police to Formalize Community Policing Concept <br /> <br />Police Chief Auspos stated he is seeking approval to proceed with the Community Policing <br />program. He explained that the plan is to create a modem version of a "beat cop" equipped <br />with the advantages of modem technology and freed, as much as possible, from rigid <br />traditionalism. Six of Ramsey's officers have volunteered for this. <br /> <br />Councilmember Beyer commented that she is very happy to see this issue on the table. <br /> <br />Chief Auspos continued that instant results will probably not be generated but there may be <br />some direct comments from the residents. <br /> <br />Mayor Hardin inquired how many hours the officers would be working in this capacity. <br /> <br />Chief Auspos responded that he could not even venture a guess. He added that to facilitate <br />this community policing concept, the City of Ramsey has approved the hiring of another <br />officer in September 1995, under the Federal COPS-FAST Grant Program, which will <br />fund up to $75,000 of salary over a three-year period. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to approve formalizing <br />the Community Policing Concept. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer.
