I <br />i <br /> <br />ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey ROad and Bridge Committee conducted a regular meeting on Tuesday, May <br />23, 1995, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:301p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #I: Sunwood Drive Status Report <br /> <br />City Engineer Jankowski reported that on October 12, 1993, the City of Ramsey authorized <br />a feasibility study for the extension of Sunwood Drive from its current eastern terminus in <br />Wood Pond I-fills to its proposed intersection with County Road 4/116. On March 24, <br />1994, the cons~Ultant submitted a report which identified the proposed alignment. This <br />alignment also indicated unavoidable impacts to two wetlands located within the path of this <br />roadway. Thi~ report proposed crossing each of these wetlands by filling them and <br />providing largeidiameter culverts to conduct flow and provide travel ways for wildlife. Mr. <br />Jankowski als0 reported that the City and the ,Department of Natural Resources had <br />discussions reg~ding the acceptability of the City s proposal to cross these wetlands in this <br />manner. The DNR would not approve this proposal. On October 11, 1994, the City <br />Council voted ito propose an alternative crossing treatment for the two wetlands which <br />consisted of filling in a causeway halfway across each of the wetlands and spanning the <br />final 100 feet kith a Iow-profile bridge. The additional cost of this would be approximately <br />$390,000 incldding overhead ($300,000 for the bridges). Mr. Jankowski continued that <br />on May 9, 1995, the City received a letter from the DNR stating that it is prepared to issue a <br />permit for the ~artial filling of the wetland contingent upon an acceptable mitigation plan. <br />The plan propSsed, which called for the enlargement of Wetland #117W (near County <br />Road gl 16 eaa. t of Altron), was not acceptable. The DNR prefers working directly on <br />measures to in~rease the water levels in Wetland #114P itself, and has offered surveying <br />and other technical assistance to meet this goal. Mr. Jankowski stated he believes this <br />could represenl a unique opportunity to work with school officials for the enhancement of <br />Ramsey Eleme/ntary School's Environmental Learning Center. Under this scenario, this <br />segment of roa'dway would have a total project cost of $1,027,000 and would ultimately <br />handle a trafficvolume of 5,720 trips per day. <br /> <br />Road & Bridge Committee/May 23, 1995 <br /> Page 1 of 5 <br /> <br /> <br />
