I
I
I

I
I
I
!
I
I
I
I
I
I
I
I
I
I
I

Mr. Hendriksen stated he was referring to Channel 16 as he feels with that amount of
signatures, it b~omes a community event. He also felt that Channel 33 was too crowded
to have it played on that channel.

Mr. Schroeder ~ought the way QCTV will prefer to treat it is as a community access video.
The govemmerit did not produce this. He suggested deferring it to QCTV Administrator
Terry O'ConneIl.

Mr. Hendriksen stated that he and Terry O'Connell have discussed this at length and they
have agreed to ~roduce it - Kevin Scattum is the monitor. They have a disclaimer. He felt
it's appropriate ion Channel 16 and that should not be the exclusive use of what might be
·
the recumbents!of the City. He felt it shOuld be played on that channel even if it dissenting
to some extent,r He added that he will absolutely correct any inaccuracies.

Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to add
this for discussion as Case #13 on the regular Council agenda.

Mr. Hendriksen continued that item #3 is a request for information from Mayor Hardin.
He read a memb he had written to the Mayor and Council containing his comments relating
to conflict of interest regarding the Amber Ridge subdivision. He requested that all
compensation!~ackage(s). with Northeast. State Bank, including incentives, bonuses, and
any other profit shanng plans whmh may be available and also a full disclosure of Mayor
Hardin's tax r~cords beginning with 1990. He stated it is his hope that full public
disclosure will. restore complete confidence in Mr. Hardin's actions and eliminate the
suspicion thatIRamsey intended to avert a meaningful investigation by publishing a
sympathetic op!nion.

Mayor Hardin istated he will discuss this with the City Attorney and suggested this, too,
could be put oa the agenda as a case. He added that he also has a letter from the League of
Minnesota Cities regarding conflict of interest.

Mr. Hendriksen suggested that if the City Attorney chose to render an opinion without any
background, ho would like to see a more in depth evaluation done.

Mayor Hardin ireiterated that he would discuss this with the City Attorney and the City
Administrator. s

Mr. Hendriksen inquired if Mayor Hardin would provide an answer to the public at some
point in time..

Mayor Hardin replied that he would.

Wade, 15152 Tonto Street N.W., Ramsey, stated that as a new resident, he feels the City
of Ramsey is a~ excellent city to live in. He congratulated Council on a clean, safe, healthy
and attractive City. However, he feels that the City's ordinances pertaining to vehicles and
other materials is too permissive. He stated he lives in a new development with a smaller
lot and he recommended that on lots, less than two acres, the storage of one inoperable or
unlicensed vehicle on that buildable portion of the lot with full screening requirements of
board on bo~d fence or a building. It could not be stored in the front yards and a
minimum of 10 feet from the side and 30 feet from the back. He also suggested that the
vehicles should be stored on a blacktopped surface. He felt that this should have Council's
immediate attention and it would set the tone for growth in the City.

City

Council/May 23, 1995
