Voting No: None. <br /> <br />COUNCIL BUSINESS: <br /> <br />Case #1: Request for Site Plan Review; Case of Kenko, Inc. <br /> <br />Zoning AdminiStrator Frolik stated that Kenko is requesting site plan approval to construct <br />an office building and a maintenance building on Lot 3, Block 1, HY-10 Ramsey 4th <br />Addition, and Lot 2, Block 1, HY-10 Ramsey 3rd Addition. The office building is <br />designed to front Armstrong Boulevard but access would be derived from 147th Avenue <br />and.Ferret Str,~et. The. office structure and maintenance building. . meet City. Code <br />reqmrements for architectural standards, however, accessory bml&ngs are restricted to <br />30% of the floor area of the principal structure. If we consider the office accessory to the <br />maintenance a~tivity on the site, then the office structure would be restricted to an area of <br />1,800 feet. D~e to the substantial improvements proposed to the site, staff and the <br />Planning Commission are recommending that the 30% size restriction of the office building <br />be waived. The buildings meet the structure setback requirements from Armstrong <br />Boulevard, 147th Avenue and Ferret Street. Although the maintenance building would <br />only be subject to a 10-foot rear yard setback along Ferret Street because the site is <br />designed to front Armstrong Boulevard, the Planning Commission expressed concern that <br />the City Staff Review Letter indicated that the maintenance building also meets a 40-foot <br />setback along t~e Ferret Street property line. Staff only mentioned the fact that the building <br />can also meet t~ 40-foot setback along Ferret Street as a plus for the development to be <br />compatible with other development that might occur on Ferret Street and no relocation of <br />the structure is~ required. Ms. Frolik explained that City Code requires a 20-foot deep <br />landscape area. ti This is met on Armstrong Boulevard but the applicant is requesting 10-foot <br />deep landscaping on Ferret. The applicant has indicated that a bituminous surface around <br />the maintenance building would not hold up to the wear and tear of the substantial <br />equipment to be serviced on the site. The Planning Commission has recommended <br />waiving the pavement and curbing requirements in these and the customer/employee <br />parking areas;!i B-612 concrete curbing is required and the site should be modified <br /> City Council/May 23, 1995 <br /> Page 5 of 18 <br /> <br /> <br />
