on-sale liquor licensing.

D. Phas9 4- Multiple Family Development.

One 3-acre parcel will be held for eventual multiple

family development. It would be anticipated that this parcel
would have townhouse type dwellings, in a row arrangement,
adjacent to some of the golf course fairways. However, it is
recognized that under the City's current ordinances, such
features are not possible without the presence of sanitary sewer
and water. The developers recognize that such services are not
readily available, nor will they be for some time to come. The
developers have no desire to encourage or expedite the normal
extension of Such services, and are willing to wait indefinitely

for the development of this outlot.
IV. MUNICIPAL PARTICIPATION

The City of Ramsey will not be asked to participate
financially, nor to issue any bonds in connection with this
project, excepl with the possibility of bonding for specially
assessed road Construction. The function of the City of Ramsey
will be to act as the approval agency for the Planned Unit
Development, which approval would also entail consenting to the
following features:

A. Vacation of Park Land.

There is at present a park dedicated in the plat of White
Pine Estates, Which borders the Rum River, and which is a passive
park. It is doubtful that this park could or would ever be
developed beyond its current state, which is that of a floodplain
