Intent: The intent of this district is to provide a district which <br /> <br /> a. Flexibility in land development in order to make better usc of new <br /> techniques in building design and construction and land development; <br /> <br /> b. Thc provision on housing affordable tn all income groups; <br /> <br /> c. Energy conservation through the usc of more efficient building designs <br /> and through the clustering of buildings and land uses; <br /> <br /> d. Preservation of desirable land characteristics and open space and. <br /> protection of sensitive environmental features such as steep slopes, poor <br /> soils and trees; <br /> <br /> e. More effective and efficient usc of land, open space and public facilities <br /> through thc mixing of land uses and assembly and development of land <br /> in larger parcels; and <br /> <br /> . f. A high quality of design and design compatible with surrounding land <br /> uses, both existing and planned. <br /> <br /> Subd. 2. Criteria. Every proposal presented to the City for rezoning to <br />Planned Unit Devel~>pment District shall be accompanied by a preliminary site plan as provided in <br />Subdivision 9 (a) of this section. The City shall consider the following criteria and objectives in <br />processing the appliCation for rezoning to Planned Unit Development Disffict: <br /> <br /> a. That the proposal shall provide for a wider range of housing types, price <br /> ranges and styles than could be accomplished under existing zoning; <br /> <br /> b. That the proposal shall provide amenities and facilities and open spaces <br /> greater than the mlnimnm requirements of existing zoning;, <br /> <br /> c. That the proposed development is compatible with the purposes and <br /> intents of this chapter and the Comprehensive Plan, specifically <br /> residential density requirements. However, an increase in density may <br /> be allowed under the following conditions, provided that traffic patterns <br /> will not bo adversely affected and that public facilities arc adequate: <br /> 1. For undeveloped common open space in excess of thc 20% <br /> required, an additional one percent (I%) of density may be <br /> allowed for each additional one percent (1%) of undeveloped <br /> common open space, up to a maximum increase in density of five <br /> percent; and <br /> 2. For distinctiveness and excellence in sitting, design and <br /> landscaping, a maximum increase of five percent. <br /> <br /> d. That the proposed development shall provide a minimum of 20% for <br /> private or public open space air recreational uses protected by adequate <br /> covenants running w/th the land or by conveyances or dedications as the <br /> Planning Commission shall specify shall be an integral part of the <br /> development.
