On June 30, 1995 we discussed with County Attorney Johnson a conflict of interest allegation which has been made regarding Ramsey Mayor Glen Hardin. This allegation is made by Ramsey resident Terry Hendriksen. County Attorney Johnson agreed that your office will investigate the charges made by Mr. Hendriksen and formulate an opinion as to whether there has been a violation of M.S. §471.87 and/or §471.88. The general facts of the issue relate to the City of Ramsey's designation of Northeast State Bank as a depository for City funds. Mayor Hardin is an officer of Northeast State Bank and took office as a Ramsey Councilmember on January 1, 1991 and took office as Mayor of the City on January 1, 1995. For your information, I am enclosing the following written materials: Mr. Hendriksen~s June 27, 1995 Memo on the subject addressed to the Ramsey City Council.
