Beck, Executive Vice President of Northeast State <br />Bank. <br /> <br /> As a part of your investigation, you may want to contact <br />Jessie Har~, the city's finance officer, for her input on the <br />relationship of the City and Northeast State Bank. <br /> <br /> Please note that my preliminary review indicates that no <br />specific ~isclosure of the relationship of Mayor Hardin and <br />Northeast State Bank has been made upon the City's minutes as <br />required by M.S. §471.$8, Subd. 2. .The resolutions do, however, <br />indicate ~hat Mayor Hardin, except for Resolution 94-01-008 <br />abstained from voting on the depository designations. Also, it <br />does appea~ that the City has not used Northeast State Bank as a <br />depository~ notwithstanding the designation per resolutions in 1992 <br />and 1993. The enclosed letter from Thomas M. Beck speaks of the <br />relationship between Northeast State Bank and Investment Centers <br />of America; Inc. which is designated in Resolutions 94-01-008 and <br />95-01-015. <br /> <br /> My preliminary investigation points in the direction that <br />there is nO contractual relationship between Northeast State Bank <br />and the Ci%'~y of Ramsey. However, as stated above, I would like you <br />to investigate this issue on behalf of the City and report your <br />findings tO me and the City Administrator. <br /> <br /> Please advise if I can supply you with further information in <br />order to c~mplete your investigation. <br /> <br />Very truly yours, <br /> <br />William K.
