Jankowski, City Engineer Notification: The benefitted property owners of this project are the residents who are intended to be assessed for the cost of this improvement. They have been provided a copy of the case and proposed resolution prior to this evening's meeting. Background: The City Council directed the City Engineer to prepare a feasibility study for the bituminous surfacing of Bis~tn Street Northwest between 171st Avenue and 173rd Avenue N.W. The City Council conducted a public heating on this project on June 13, 1995. As required by the Ramsey City Charter, th~ City has waited the required 60 days from the public hearing date. During this time, the City has received a petition in opposition to the proposed project. The petition in opposition to the ~project contains the signatures of 50 percent of the benefitted property owners. The originating P~efition also contained the signatures of 50 percent of the affected property owners. In accordance with Section 8.4 of the Ramsey City Charter, the City Council may proceed with the project.
