The park will be important as a community park, athletic complex, and <br />for neighborhood use. The $220,000 projected from the Park Trust fund will be enough <br />for Phas~ I development of the park. The sum is expected to be derived from the <br />residential development of the property north of 153rd Avenue. Readers of this text will <br />note that 1998 also provides an opportunity for Landfill Trust fund dollars given <br />community priority. <br /> <br />The park's planning will officially begin during the winter of 1995/1996 by a resident <br />committ~.e of differing interests. In the spring'of 1994, the City received a minor grant for <br />roadside!tree establishment. These small trees are held in pots and may be planted in <br />boulevar4t fashion along 153rd Avenue in 1996 in anticipation for the park's development. <br /> <br />The acqgisition of the Outlot in Reiily Estates is shown within this document to <br />explore t.he opportunity of adding this homeowner association parcel to the public domain. <br />The property is a point on the Rum River overlooking one of the only true islands in this <br />stretch of river. The near channel is quite rocky with good fishing. The site is wooded <br />with exceillent passive park development possibilities. <br /> <br />The prirdary owner is a developer with interest in the undeveloped land east of Woodland <br />Green P~trk. Future park dedication resulting from development of this land (east of <br />Woodla ~r~d Green) could include the riverine outlot as well as expansion of Woodland <br />Green. <br /> <br />Anoka Electric Cooperative Energy Park is shown in the 1997 CIP ledger as a <br />likely tirrje for development; however, it may occur sooner. The park could be developed <br />using TI[F funds and a contribution from AEC. The $25,000 estimate in the "other' <br />categoryicould represent monies derived from AEC's sale of commercial lots in their <br />subdivisibn or similar sources. Proposed is picnic areas and paths for workers' breaktime <br />activitiesiaround this commemial/industrial area. One proposal floated for the east portion <br />of AEC ~ite was for a daycar¢ facility. If this occurs, an active play area could be <br />integrat~ into the 27-acre open space. As the County Road #116 corridor becomes a more <br />frequent Work site destination and non-vehicular travel route, a rest area in this area is also <br />of value. !AEC has indicated they will prepare a concept plan for the park for City review. <br /> <br />Concurrent with commercial development and street improvements could be sidewalk <br />and/or boulevard trees along the McKinley street extension. The proposed <br />$15,000 MSA amount could be supplemented with TIF funds if they are available at this <br />time. ~ <br /> <br /> <br />
