~999

Central and/or Alpine Park are sure to exhibit community park and athletic field needs
in this time frame, hence the $80,000 Landfill Trust Fund request. Items #1 and #I 1 also
relate to this project,

A Sunfish Lake Picnic Area and/or Alpine Park connections are projected to be
needed in 1998 to fulfill neighborhood park needs and access resulting from development
in this area. The residential development would supply the district(s) park trust fund.

Perhaps even before 1998, the Mississippi River Trail will be a priority because of
increased homes south of Highway.#10 and the likelihood of a cost share program for trail
development. Currently, the National Park Service is requesting Federal funds to assist
communities with trail construction and historical and natural resource exposure associated
with the Mississippi. This is in keeping with the recent congressional designation as a
National Recreation area. The $30,000 is an estimate of general fund monies (or Trust
Fund) that may be needed for a match.

The on-road "B" along Sunwood Drive will occur at the time of road construction.
The trail would be funded as part of the project. $13,500 is shown here because the
walkway relates to recreation access.

A neighborhood park will ultimately be needed near Ramsey Boulevard. As in the
above item, a different CIP plan shows expenditures for a municipal well and tower in the
1998 'time-frame. The need for utility infrastructure and parks near this site would be
nearly simultaneous for obvious reasons. Plans referencing the above may provide
opportunities for collaborative planning and site work.

Rum River Parks refers to passive improvements to the various existing park sites as
well as possibly the Reilly Estates Outlot (Item #12). The $50,000 Landfill Trust Fund
request recognizes the community nature of the Rum River resource.

Woodland Green expansion mirrors the Commission's recommended Park and Trail
plan which shows the existing park being doubled to the east at the time the vacant land is
developed. A tennis court could be sited in the existing half, with a ballfield adjacent to it.
Linkage to Bear Park will be entertained when the vacant property's density and
configuration is examined. Even with land dedication, the $40,000 shown as Park Trust
Fund could be conservative.

Lake Itasca Park and Miscellaneous Community Projects are an attempt to
provide for City-wide needs in 1999. While priorities may be vague in 1999, it is believed
that Lake Itasca Park will be of community import along with Central, River's Bend, and
Alpine Park. $30,000 maybe used to put the finishing touches on these parks.

I
I
I
i
I,

I
I

I

I

!
I
i
I
