The site <br />plan proposes a landscaped berm between the site and Outlot A to the south but it does not provide <br />for screening adjacent to C.S.A.H. #56. The site plan reflects that there is some shrub mass in this <br />area but screening must be a minimum of 5 feet tall and may consist of fencing, berming, <br />plantings, or any ,Combination thereof. It is also recommended that the landscaped berm running in <br />a southeast direction from the building be extended a sufficient distance to screen the pole storage <br />yard from the paflrJwetland area <br /> <br /> ~ S4e~ etlon 9.11.09 of City Code requires a 20 foot wide landscaped area along all <br /> sweets. It appears from the site plan that this requirement is met. Extensive landscaping is <br /> proposed for the lbalance of the site and it will be necessary to submit a detailed itemization of the <br /> plantings propo rsq, d prior to submittal of the site plan to City -Council for approval. <br /> Architectural Stafldards: City Code restricts structure heights to 35 feet and exterior wall finishes <br /> must be of mate/qal that is 100% other than metal on the exposed wails. The proposed structure <br /> complies with ~e height requirement except for the too.st southwesterly portion of the building <br /> which is propos_qcl at 36-37 feet. It will be necessary for the development permit to acknowledge <br /> the variance to ~e height restriction.. The exterior facing finish is pre-cast concrete panels of red <br /> quartz aggregate.'. <br /> <br />5V~ste Storage: City Code requires that all solid waste and refuse receptacles shill be stored within <br />a completely scr4ened structure or container. The site plan should be modified accordingly. <br /> <br />Off Street Parkir~g. Loading a~d Maneuvering Areas and Driveways - Design: City Code requires <br />all driveways, o[f-street parking, storage, loading and maneuvering areas to be surfaced with <br />blacktop or concrete and finished with B-612 concrete curbing. It appears that all of these areas are <br />proposed to be s[J.rfaced but the requirement for concrete curbing is not reflected on the site plan <br />and it should be ~odified accordingly. <br /> <br />Off Street Parki~ng - Spaces Required: For this facility, Staff is recommending utilizing the <br />standard for ma~ufacturing as a criteria for the number of off-street parking spaces plus some <br />additional parkinjig for visitors. Initially, there are proposed to be 225 employees at the site 'and the <br />employee parki/3g lot proposes 280 stalls. A visitor parking lot containing 65 stalls is also <br />proposed. Staff ~oncludes that the number of off-street parking stalls proposed is acceptable. <br /> <br />~ An exierior lighting plan has not been shown on the site plan and it should be modified <br />accordingly. <br /> <br />Drainage and G~ding: The development proposes draining the north parking lot through a closed <br />conduit system t6 a proposed pond located between the parking lot and the wetland. It is unclear <br />from the submittal as to what size the pond will be or whether it will have an overflow discharge <br />into protected[V~etland #117P. The remaining paved areas which include the building, the west <br />guest parking area, and the outside storage area south of the building are drained through a storm <br />sewer to a detention pond located on Outlot B, which has been reserved for drainage purposes. <br />Again, the sizing'ior details of the pond have not been defined. The drainage concept is acceptable, <br />however, details ,Of the ponding system and calculations need to be submitted and a permit needs to <br />be obtained fromlthe Lower Rum River Water Management Organization. <br /> <br />Access: The siteiwill have primary public access from one drive entrance on Ramsey Blvd. located <br />500 feet south of~ Industrial Avenue and one drive entrance on Industry Avenue located I, 100 feet <br />east of Ramsey ~lvd. The maintenance and operations facility proposed two accesses, one onto <br />Ramsey Blvd. 1,D00 feet south of Industry Avenue and the other onto Sunwood Drive a distance <br />1,600 feet east o[ Ramsey Blvd. The access plan has been reviewed by Anoka County Highway <br />Department. Their comments include requesting clearing within the right-of-way to improve sight <br /> <br /> i <br /> <br /> <br />
