NEW BUSINESS - 5

5.1 Administrator's Report

Due to summer activities the Commission did not meet in June,
however both the Personnel and the Budget Committees met.

There were one topic to address that came up after the Personnel
Committee met. The issue concerning insurance coverage for Bruce
Chaffee. In the past Chaffee has received $45.00 per pay period as
opposed to accepting insurance benefits. This situation has now
changed due to a change in his wife's employment status and as a
result he is interested in now receiving family coverage. The last
employee to receive family coverage was in 1991.

The city of Anoka pays $310.00 to the employees benefit package.
Anything over and above that is paid for by the employee. The city of
Champlin has separate policies for police, union and city workers, the
amount of money for the employees range from $361.00. to $379.00.
Andover pays $315.00 to the employees benefit package with anything
over and above that coming out of the employees pocket and itamsey
pays $291.00 to all employees across the board with the remainder, if
any, is available for life insurance, dental insurance, deferred comp,
etc. Balance is not paid to the employee.

Currently, the employees at QCTV that have coverage are all under a
single coverage policy with the highest being O'Connell who's
insurance is costing about $144.00 per month with Robb being the
lowest at $126.00 because of his age and Chaffee has a $90.00
reimbursement.

O'Connell suggested that with Bruce waiving the $90.00 and the $400.00
that was allocated for M. Ebanks for insurance coverage (that will no
longer be paid) would more than cover the estimated $345.00 needed to
cover Bruce and his family.

Discussion commenced about what was considered discriminatory and
what wasn't. The group questioned whether it was fair or not for
Chaffee to receive more money strictly because of his marital status. As
a result he should receive the amount of dollars as the highest single
coverage policy to put towards the cost of a family policy.

It was brought up by O'Connell that at one time M. Lundeen had a
policy for family coverage equal to what Anoka employees were
making and more than the single coverage cost.

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I'
I
I
