Motion carried. <br /> <br />.The second issue to be discussed was development of a policy regarding <br />icontrol of the government access channel. Recently questions have <br />ibeen raised by people in several cities as to who is in control, how it is <br />'run and what are the operating procedures. Champlin had drafted <br />:their own in February. The policy has been reworked by Creighton and <br />O'Connell. O'Connell suggested this become the resolution by the <br />~:ommission to be sent to the cities. Each city could then adopt, reject or <br />Change it. The Personnel Committee is recommending this go out as a <br />draft model. <br /> <br />Discussion ensued as to what should be allowed on the government <br />access channel as opposed to the public access channel. Creighton <br />stated that it shouldn't be a forum for political advertising, t-Ie also <br />stated part of this resolution is to get O'Cormell out of the loop and that <br />all cities treated fairly. It is the cities channel but there should be some <br />guidelines that all cities follow and, therefore, the resolution. <br /> <br />There was discussion as to whether the resolution should be passed on <br />to the cities at this time, due to the fact that not all the Commissioners <br />are in agreement with the wording of the resolution. <br /> <br />Motion was made by Peterson, seconded by Jacobson THAT CITY <br />COUNCILS MAKE ANY CHANGES TO THE DP, APT RESOLUTION <br />THEY DEEM NECESSARY AND RETURN THEM TO O'CONNELL IN <br />A TIMELY FASHION. <br /> <br />7 ayes - 0 nay.
