The Budget Committee met June 29, 1995 everyone was present with
the exception of G. Cotten.

The major difference about the 1996 proposed budget is that rather than
roll the Capital fund back into the budget so that it would balance, it
was suggested a savings account or accessible interest bearing account
be looked into and that the dollar amount be used as a reserve account.

The Budget Committee suggested that a policy be set up as to how the
year-end balance be handled and allocated for the next year. Discussion
followed in quite a lot of detail as to how this money should be spent
and if the amount allocated for the cities was an adequate amount. M.
Johnson suggested another budget meeting be held to discuss these
issues in more detail. He also suggested that a written statement be
submitted as to where the money for equipment will be spent.

Creighton stated that the QCCCC budget needs to be sent to the member
cities by August 1st so they can review it. The QCTV budget does not
get sent to the cities so, therefore, can be discussed until the end of the
year.

Motion was made by D. Jacobson, seconded by Peterson to EXCLUDE
THE $200.00 FOR INTERNET FEES IN LINE 40 AND MOVE 55, QCTV
EQUIPMENT GRANT TO LINE 54, UNALLOCATED
CONTINGENCIES.

7 ayes - 0 nay. Motion carried.

Discussion on whether the amount of money that is being set aside is
enough. Especially, if something were to happen to the city chambers
and new equipment/repairs were needed. It was stated that it should
not be the total responsibility of QCCCC or QCTV to pay for all the cable
equipment that is in the city chambers. Some of the money should
come from the cities. If the cities are remodeling the chambers, then it
should be up to them to make the chambers cable ready. QCCCC could
help with some of the costs. The city should have some responsibility.

Discussion continued line by line of the income section as to where the
money comes from and whether it had to go to QCTV per any
agreements.

Motion was made by M. Johnson, seconded by B. lohnson to SEND
BUDGET TO CITIES BUT FIRST ROLL LINE 55 - EQUIPMENT GRANT
INTO LINE 45 - CAPITAL EQUIPMENT TO BE DIVIDED BETWEEN
THE FOUR CITIES SO THAT IT COULD COVER INTERACTIVE
BULLETIN BOARDS AND WHATEVER THE NEEDS ARE OF EACH
CITY.

I

I

I
