Schroeder, City Administrator <br /> <br />Background: <br /> <br />In 1992, Bury ~ Carlson received a conditional use permit to operate a concrete recycling <br />facility on Ja~par Street in Ramsey. As Council is aware, the City placed several <br />restrictions upon the use of this property and operation of the facility. Pursuant to the <br />attached, Bury ~ Carlson would like Council consideration of elimination of the sweeping <br />and hours of ogeration requirements. <br /> <br />To my knowle~.ge, a sweeping requirement has not been placed on any other industrial use. <br />Residential de~,lopers are required to sweep their streets during the development phase of <br />the subdivision~ <br /> <br />Regarding hours of operation, the particular neighborhood in question has the following <br />restrictions: <br /> <br />1) Royal O--o, ncrete; permitted use; no restrictions <br />2) Comm~cial Asphalt; conditional use; restricted to 6:00 a.m. to 8:00 p.m. Monday - <br /> Saturda~t with variances approved by the City Administrator <br />3) Danny's;Aluminum; conditional use; no restrictions <br />4) Alloy I~ecovery; conditional use; receiving restrictions of 7:00' a.m. - 8:00 p.m. <br /> Monday~ - Saturday; melt operations permitted 7 days/week - 24 hours/day <br />5) Bury &iCarlson; conditional use; 7:00 a.m. - 5:00 p.m. Monday - Saturday <br /> [ <br /> <br />While Bury &iCarlson is interested in pursuing an amendment to the CUP, they are <br />looking for Cot~ncil direction at this time. They wish to insure that they don't waste your <br />time and theirs ff Council feels flexibility in the existing requirements isn't appropriate. <br />Council ActiOn: <br /> <br />Based on d~scu~s~on. Staff believes that these reqmrements were placed on the operanon <br />because of the{ unknown impact of the business. We have been able to monitor the <br />business for three years.
