CASE #1

IMPROVEMENT PROJECT g95-14 HAUBRICH ADDITION
By: Ryan R. Schroeder, City Administrator

Background:

At the last Cguncil meeting, the City considered approval of a water, sewer, and street
improvemenl: for the Haubrich Addition. Council directed that staff should gain an
appraisal on ~he effected properties to ensure that assessments could be supported due to
the increase in value to these properties resulting from the project.

I contacted Ellen Herman who the City has used in the past for appraisal services. She has
stated that she will fax a letter to the City on Monday, October 2, 1995. In that letter, she
will state that ithe projected assessments are supportable.

Given the above, the Mayor called this meeting in order to direct one of two projects. It is
important thai we go forward on one or the other so that we can get water to a home in Fox
Knoll which i,s scheduled for closing on October 25, 1995.

Assuming that the City does in fact receive the appraisal it is expecting, we ask for approval
to proceed with g95-14. The improvement project itself needs to be completed and is in the
City plan. So even if it was not completed now it eventually would be. Perhaps
completion would be delayed a year or two, or five, but ultimately it will exist.

Any negative impacts Council feels occur as a result of this project and resulting
assessments qan be dealt with if you wish at the assessment hearing and approval. Further
delay in the project need not occur in order for consideration to be granted through the
assessment process.

Council Action:

Motion to approve Improvement Project 695-14, pursuant to the attached resolution.

Reviewed by:

City Admirfistrator

CC: 10/03/95
/jmt
