CASE #2 <br /> <br />WATER/SEWER CONNECTION REQUIREMENTS <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />At its meeting of September 26, 1995, Council received a proposal for an amendment to <br />current policy regarding utility connections. That policy is attached herein. During Council <br />discussion of[this policy, the following questions were asked: (reformatted somewhat) <br /> <br />1) <br /> <br />How does the City fund shortfalls created by lack of receipt of assessments due to a <br />deferral? <br /> <br />2) How would the City handle a system that is upgraded but not entirely new? <br /> <br />3) Doesn't the City need to be able to rely on a date certain for a furore connection? <br /> <br />4) What.is the expected life of a septic system? <br /> <br />5) <br /> <br />Shouldn't the City review the environmental impacts of urban lots adjacent to rural <br />lots? <br /> <br />Attached is a ~memorandum from Jim Gromberg regarding connection requirements. Please <br />reference the[Metro Council two year connection requirement which is the same as in the <br />enclosed Elk River ordinance. Elk River also states that at the two year date, or earlier with <br />an earlier connection, the fees and charges are due and payable (even if the connection is <br />not made). Ramsey allows a ten year assessment of fees and charges. <br /> <br />Staff has not had time to effectively review Council questions. It is hoped that we will <br />have time to do that prior to this meeting.
