MEMORANDUM <br /> <br />DATE: <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />September 29, 1995 <br /> <br />RYan Schroeder, City Administrator ,/~./~..~ <br />Jim Gromberg, Economic Development Coordinat0~/ <br /> <br />Sewer Hook-Up Requirements <br /> <br />As you request~l, I have contacted the Metropolitan Council concerning the connection <br />requirements for residents having sanitary sewer available to their homes. Based upon the <br />information that Cas provided by Jim Larsen (see attachments), "Within 24 months after a public <br />sewer connecte~ to the Metropolitan Disposal System (MDS) becomes available to a property <br />served by a private sewage disposal system or treatment works, a connection shall be made to the <br />public sewer in accordance with these rules". The Metropolitan Council requires all municipalities <br />to adopt these rules, prior to any MUSA expansion. <br /> <br />I have also contacted the City of Elk River, and they have a similar policy that requires hook-up <br />within two year~ for residential properties and 90 days for commercial properties. The City <br />Council for Elk River will review the possibility of granting an additional extension on a case by <br />case basis. <br /> <br />With this information, the City of Ramsey should probably not change its current policy of <br />requiring connec_[ion within two years. If the City would choose to change the policy and allow a <br />longer window, it may jeopardize furore MUSA expansion requests. This would not preclude the <br />City from developing a quantifiable deferment system based upon investments in private systems. <br />If you would like; additional information, or have any questions, please see me. <br /> <br /> <br />
