I CASE # PROPOSE POLICY FOR TEMPORARY STRUCTURES IN EMERGENCY SITUATIONS Case of Sylvia Frolik, Zoning Administrator Background: Council was Tecently faced with a situation where an applicant was requesting the use of a mobile hom~ on a temporary basis until the principal structure on the property was repaired of fine damage. At the time, Council noted the need for expediency in these typd$ of situations arid directed Staff to draft a policy wherein permits for temporary structures could be issffed administratively by Staff in emergency situations. Noti fi ca tlon: No persons Or agencies were notified that this case would be on the Council agenda. Observations: Enclosed is Staff's draft policy and permit form for a temporary structure in emergency situations that applies to both the residential and the commercial districts. The permit would be grX~d for 90 days and eligible for one 90 day extension provided satisfactory progress is b~ing made on reparation of the previous structure. Any extensions beyond the initial 180 &iys would have to go before Council for approval. A financial !guarantee would be required in an amount established by City Council resolution. ~The financial guarantee would ensure the timely removal of the temporary structure frofi~ the property. Recommendation: City Staff r~ommends adoption of the policy as drafted. Council Action: MotiOn to: Adol~t the policy entitled "Provisions For Temporary Structures In Emergency Situations" presented to City Council on October 10, 1995.
